COUNTY TRANSFERS STONE HOUSE
TO SUGARLOAF CITIZENS ASSOCIATION For Immediate Release: July 17, 1997
The Sugarloaf Citizens Association (SCA) became a landlord today when the County
officially transferred the property at 21120 Martinsburg Road in Dickerson to the group.
At a ceremony attended by representatives from the County's Department of Public
Works and Transportation and area residents, County Executive Douglas M. Duncan turned
over the keys to the three-bedroom stone house to SCA President Jane Hunter.
The transfer is part of an agreement signed by Duncan and the SCA in April 1996
which settled a lawsuit brought by the association involving operation of the County
composting facility in Dickerson. The suit, filed in 1994, alleged that the County, by adding
improvements to and expanding the operations of the composting facility without benefit of
public hearing, had violated the terms of a 1981 agreement which had imposed conditions on
the use of the compost site.
Among the conditions of the settlement, the County agreed to lease approximately 70
acres adjoining the compost facility to the SCA and renovate the stone house for residential
use. The County will also rehabilitate the barn which will be used by the association for
offices.
A tenant has been selected to lease the eight-room house.
