DUNCAN SIGNS BILL ALLOWING
DORMITORY-STYLE HOUSING, OR
"PERSONAL LIVING QUARTERS" For Immediate Release: Feb. 3, 1997
Montgomery County Executive Douglas M. Duncan today signed into law a bill which
makes "personal living quarters," or dormitory-style housing units, a legal form of housing in
certain designated areas of the County.
Speaking in Rockville at the sixth annual Montgomery County Conference on
Affordable Housing, where he officially signed the legislation, Duncan said, "This legislation
is a victory for affordable housing and I'm pleased that it received the unanimous approval of
the County Council. Dwelling units of this type would provide housing for working adults
who otherwise might not be able to find affordable housing. They are intended to serve
workers in many of the service sector jobs that are important to our local economy -- jobs
that do not pay the wages that are needed to rent a typical apartment or home in Montgomery
County." The original legislation authorizing PLQs was introduced, at the County Executive's
request, by the County Council President.
Under the guidelines of the final bill and companion zoning text amendment passed by
the County Council on January 21, a maximum of six PLQ projects -- and no more than 500
units per policy area -- could be approved over the next three years. Any landlord applying
for a rental facility license to operate a personal living quarters building would need to submit
a management plan along with the application. The bill approved by the Council is scheduled
to sunset on February 1, 2000, although an ordinance allowing the use of personal living
quarters could be reenacted or modified as a result of new legislation.
