DUNCAN RECOMMENDS BRIAN F. STONE
TO HEAD ANIMAL CONTROL AND HUMANE TREATMENT;
NOMINEE ALSO NAMED ACTING DIRECTOR For Immediate Release: February 4, 1997
Montgomery County Executive Douglas M. Duncan today selected County
Police Officer Brian Francis Stone to head the Division of Animal Control and
Humane Treatment. Stone was also named Acting Director of the division, under
County personnel regulations that allow a nominee who is currently a County
employee to serve in that capacity.
Stone, 41, who has been a member of the County police force for the past
six years, is currently assigned to the Rockville District Adam 3 Beat team in
the Lincoln Park area.
Prior to joining the police department, Stone served as field supervisor
with the County's Department of Animal Control and Humane Treatment where he
supervised seven Animal Control officers. Stone also handled complaints
regarding the department's response to animal matters and monitored the
contract between the County and the County Humane Society through daily
inspections of the boarding facility, dispatch logs and by observing staff
interaction with the public.
From 1980 to '87, Stone was director of Animal Control for the city of
Gaithersburg.
He graduated from Gaithersburg High School and earned a B.S. degree in
Conservation and Resource Development from the University of Maryland at
College Park.

In 1994, Stone was named "Top Cop" for the State of Maryland by the
National Association of Police Organizations and has earned other police
awards and recognitions.
"We feel that in Brian Stone, we have found a well-qualified animal
control officer who has the added advantage of having worked in the area for
more than a decade," Duncan said. "He's familiar with our system and the
County and is respected in the community."
Stone and his wife, Jeanne, have three children.
Last year,under a reorganization plan put forward by the County
Executive and approved by the County Council, responsibility for animal
control and humane treatment services falls under the jurisdiction of the
Police Department. The division is responsible for the care and placement of
animals for adoption, enforcement of animal cruelty laws, rabies vaccinations,
licensing, and overseeing compliance with animal control laws. The director
also administers the contract with the Humane Society for operating the animal
shelter.
Stone's appointment is subject to confirmation by the County Council.
