DUNCAN RECOMMENDS
ROBERT M. WISDA TO HEAD
ANIMAL CONTROL AND HUMANE TREATMENT       Immediate Release: Nov. 4, 1997


     Montgomery County Executive Douglas M. Duncan has selected Robert M. Wisda, a
Neighborhood Services officer with the City of Rockville Police Department to head the
Division of Animal Control and Humane Treatment.
     A nine-year veteran with the Rockville City Police, Wisda has been responsible for
enforcing all provisions of the city's Animal Control Ordinance and State animal cruelty laws. 
He has also maintained an inventory of traps, cages and equipment and inspecting, registered
and licensed pet ships, dog fanciers, groomers, animal boarding facilities and potentially
dangerous and guard dogs.
     From 1982 to 1984, he was a member of the field services staff of the Montgomery
County Humane Society.  In that position, he dispatched calls for service and rendered first
aid, as needed, to stabilize animals for transport.
     Immediately prior to his service with the Police Department, Wisda served as a cashier
with the city's Finance Department from 1984 to 1988.
     The 41-year-old Rockville resident served in the U.S. Navy from 1975 to 1981

and received an A.A. degree in General Studies from Montgomery College in 1989. Wisda is
married and the father of two sons.
     Duncan said, "Bob Wisda brings not only a solid background in animal control matters
but an ability to work well with the community and a dedication to duty that is necessary in a
position such as Animal Control Director."
     The Division of Animal Control and Humane Treatment is responsible for the care and
placement of animals for adoption, enforcement of animal cruelty laws, rabies vaccinations,
licensing, and overseeing compliance with animal control laws.  The director also administers
the contract with the Humane Society for operating the animal shelter.  Wisda's starting salary
would be $56,500 per year.
     Paul Hibler has served as acting director since Director Brian Stone resigned earlier
this year to return to his former position as a Montgomery County police officer
     Under a reorganization plan put forth last year by the County Executive and approved
by the County Council, responsibility for animal control and humane treatment falls under the
jurisdiction of the Police Department.
     Wisda's appointment is subject to confirmation by the County Council.
