Interagency Coordinating Board
Celebrates Twentieth Anniversary

The Interagency Coordinating Board (ICB) for Community Use of Public Facilities celebrated its 20th Anniversary today with an awards ceremony at Richard Montgomery High School. Delegate Mark Shriver, an advocate for after-school activities, delivered the keynote address.

The following awards were presented: The Outstanding School/Community Award Recipient (OSCAR) was presented to five staff members of Montgomery County Public Schools for extraordinary service to community groups that use schools. The recipients were: Michael Drinnon, Greencastle Elementary School; Margaret Geiser-Kline, White Oak Middle School; Andy Helfrick, Thomas Wootton High School; Paul Scott, Beall Elementary School; and Joe Walker, Rock Creek Forest Elementary School. The awards were presented by Reginald Felton, President of the Montgomery County Board of Education. Each recipient received a certificate of appreciation and a check for $100.

Felton also presented the School Administrator Awards to three principals for outstanding support for community use of public facilities. This is the first year this award was presented. The recipients were: Joanne Busalacchi, New Hampshire Estates Elementary School and Oak View Elementary School; James E. Fish, Sherwood High School; and Dr. David I. Steinberg, Gaithersburg Middle School.

Recipients of the newly-established Outstanding After School Coordinator for Innovation and Support (OASIS) Award were announced by Dr. Charles Han, Chairman of the ICB. Selected for innovative program initiatives at their school sites, the recipients were: Vannest Wilkins, Sligo Middle School; and Lauren Caputo, Earle B. Wood Middle School.

Special recognition awards were presented by County Council Member Michael L. Subin and Dr. Han to Gloria G. Cole, Dr. Robert E. Parilla, and Dr. Paul Vance. All three are completing their tenure of service with the ICB. Also recognized was Hy Gittes for 19 years of volunteer service to the Community Use of Public Facilities Office.

The Interagency Coordinating Board was established by the County Council in 1979 through the School Facilities Utilization Act, to "…enable citizens of the County to enjoy the use of school facilities for a variety of community programs and activities…"
