Duncan Announces Arthur Wallenstein as
Director of Correction and Rehabilitation
County Executive Douglas M. Duncan today announced his appointment of Arthur M. Wallenstein as Director of Montgomery County's Department of Correction and Rehabilitation. In the position, Wallenstein will oversee operations of the County's Detention Center, the Pre-Release Center and other correction and rehabilitation programs, as well as construction of the new Montgomery County Correctional Facility. He will manage an operating budget of $28.1 million and a staff of 383.
"Arthur Wallenstein is a recognized leader in the corrections field, and will be an outstanding addition to our senior management team," said Duncan. "I am extremely pleased with the results of our national search, and I know that the citizens of this county will benefit from Mr. Wallenstein's experience and his deep commitment to corrections and rehabilitation." Wallenstein has spent 25 years in Corrections administration, and is currently director and jail administrator for the Department of Adult Detention in King County (Seattle), Washington, with a population of 1.6 million. In his position with King County, Wallenstein oversees a staff of 600 with a $70 million budget that funds two maximum-security detention centers, a work/education release program, electronic home detention, and a substance abuse treatment center.
From 1977 to 1990, Wallenstein served as director of the Bucks County Department of Corrections in Bucks County, Pennsylvania. Prior to that, he worked for the Illinois Department of Corrections, where he served in several different positions, including that of Director of Adult Reception and Classification Center; Assistant Warden, Program Services, Stateville Correctional Center; and Clinical Services Supervisor, Stateville Correctional Center. From 1972 to1974, he developed rehabilitation and staff training programs for the Program Planning and Evaluation Unit of the Philadelphia County Prisons, and was Planning Analyst for the Pennsylvania Prison Society in Philadelphia from 1971 to 1972.
Wallenstein's appointment, which is subject to approval by the County Council, is scheduled to take effect on September 27. His starting salary will be $118,000.
