Board of Elections Appoints Goehler
Election Director

The Montgomery County Board of Elections voted unanimously to appoint Richard G. Goehler as the Board's new Election Director. Mr. Goehler has served as acting Election Director since May of this year, when former Director Carol S. Evans retired due to illness.

"Rick Goehler has performed ably as the second-in-command at the Elections Office for over seven years, and I'm sure he'll continue the Board of Election's superb reputation here in Montgomery County and throughout the state," said County Executive Douglas M. Duncan. "Our voters are well served by the Board's choice."

According to Susan E. Bratten, Board President, "The Board is pleased that Mr. Goehler will follow in the footsteps of previous outstanding administrators such as Marie Garber, Douglas Jernigan, and, of course Carol Evans. Rick is a hand-in-glove fit for us as we enter the 2000 election season. His challenges will include adapting and using new election technologies, voter outreach in our diverse and growing community, and the effects of the 2000 census on our electorate. We know that he will use his demonstrated management skills to lead us in these new directions."

Board Member Hilma R. Blair noted that, "Rick has more than proved himself, both in his role as Deputy and Acting Election Director. He is one of the most knowledgeable individuals in the country on such matters as the National Voter Registration Act of 1993, the "motor voter" law."

Board Member Marlana R. Valdez added, "The Board of Elections is fortunate to have Rick Goehler's steady and experienced leadership in this important election year."

Goehler retired from the U.S. Air Force in 1990 as a career officer and came to the Board of Elections in 1992 as its DeputyAdministrator. He is well known to other Maryland election officials for his leadership as the President of the Maryland Association of Election Officials (MAEO).

In his role as Director, Goehler will have management responsibility for planning, developing, implementing, and evaluating policies and programs related to the electoral process, and with staff responsibility and accountability for the allocation of major financial and technical resources necessary to fulfill elections activities. He will serve as the spokesperson for the Board that certifies elections and represents the County's 440,000 registered voters. The Election Director reports to a local Board of Elections and to the State Board of Elections.

Mr. Goehler's appointment as Election Director is effective January 2, 2000.
