CORRECTIONS DIRECTOR
RECEIVES JOHN B. PICKETT
FELLOWSHIP                    For Immediate Release:  May 29, 1996
 


     Devon Brown, Director of the Montgomery County Department of Correction
and Rehabilitation, has been awarded a John B. Pickett Fellowship for study at
the Harvard University John F. Kennedy School of Government.  The Pickett
Fellowship, sponsored by the National Institute of Justice, will enable Brown
to attend the elite program -- designed for senior executives in state and
local government -- in July 1997.
     "I am immensely pleased and proud to bring this honor to Montgomery
County, the Duncan Administration, and the Department of Correction and
Rehabilitation," said Brown.  "This award speaks to the respect and
recognition shared by the nation for this great community." 
     Brown has been the director of the Department of Correction and
Rehabilitation since December 1992.  He holds a master's degree in public
administration from the University of Baltimore and a juris doctorate from the
University of Maryland.  He has also completed all requirements with the
exception of his doctoral dissertation for Ph.D degrees in both clinical and
social psychology from the University of Toledo, 
     The John F. Kennedy School of Government provides an intensive three-
week program for senior level executives in all government functions.  It is
designed to stimulate interest in new management ideas and techniques.

     Applicants for the Pickett Fellowship must demonstrate the qualities of
integrity, professionalism and dedication to public service, exemplified in
John Pickett's character and distinguished career.  Pickett was the first
Director of Planning and Management at the National Institute of Justice.
