CONSENT ORDER BETWEEN COUNTY,
OWNERS OF BLAIR PARK APARTMENTS
SETS TERMS FOR CORRECTION OF
PROPERTY'S HOUSING CODE VIOLATIONS For Immediate Release: March 21, 1996
The owners of a Silver Spring apartment complex which has been cited by
Montgomery County government agencies for a long list of housing code and
safety violations will have to correct at least 25 of the violations per week,
until all needed repairs and improvements have been made, under a consent
order reached today between the County and the property owners.
Under the terms of the consent order, to be filed in the Circuit Court
for Montgomery County, the Blair Park Apartments owners will be expected to
correct at least 25 violations each week in occupied units, until all repairs
have been made. Once all the violations in the occupied units are corrected,
the owners will be required to correct at least 25 violations per week for
those found in the buildings' common areas. Finally, once that work is
completed, they will need to correct at least 25 violations a week in the
buildings' unoccupied units. Under the agreement, all of the work will be
monitored through weekly inspections of the property by County housing code
inspectors and a representative of the County Attorney's office.
The consent order also directs the Blair Park owners to hold all tenant
security deposits in a separate, interest-bearing account and to provide
tenants with the option of entering into a two-year written lease.
County Attorney Chuck Thompson noted, "We believe this consent order

primary concern is that the property be brought into full compliance of County
code, as soon as possible, and we believe that this action will be most likely
to achieve that result."
