DUNCAN APPOINTS RETAIL
LIQUOR ADVISORY GROUP              For Immediate Release: April 11, 1996


     Following up on his State of the County speech, Montgomery County
Executive Douglas M. Duncan today announced the appointment of a 17-member
advisory group to provide him with an implementation plan and schedule for
getting the County out of the ownership of retail liquor stores.  Montgomery
County is the only local government in the nation which operates retail liquor
stores.
     "The time has come for us to stop talking about this and actually do
something about getting out of the retail liquor business," said Duncan.  "The
advisory group I am announcing today will provide us with a blueprint for
ending our involvement in retail sales."   
     The task force, which is chaired by Joseph T. Healy, Jr. of Bethesda, 
will look to have preliminary recommendations to the County Executive by early
fall 1996.  A final draft will be transmitted to the County Council for
review.
     Among the issues the advisory group will be looking at include liquor
store operations, warehousing, personnel costs, revenue and customer service.
     Members appointed to the advisory group include Councilmember Michael L.
Subin, Alvin Dobbin, Peter J. Carney, Gus Montes de Oca, Gino Renne, James E.
Yates, Carol Gordon, Ben Kramer, Etta Stewart, Alan B. Moldawer, Nguyen Minh
Chau, James Barnsley, Ellsworth Naylor, Phillip Olivetti, Thomas Tavenner and
Michael Lin.
