DUNCAN LAUDS COUNCIL APPROVAL
OF POLICE WAGE AGREEMENT,
SECONDARY EMPLOYMENT               For Immediate Release:  April 23, 1996



     Montgomery County Executive Douglas M. Duncan today praised the 
Montgomery County Council for approving funding for a negotiated agreement
with the Fraternal Order of Police (FOP) that provides for a 3.0 percent
general wage adjustment and authorizes officers to wear their uniforms while
performing private security services off-duty.  The Council voted 5 to 4 to
approve the funding.  The agreement negotiated with the FOP allows officers to
work off-duty jobs in their districts while in their uniforms.  These two
provisions will now be reviewed by the Montgomery County Ethics Commission. 
       "This is a win-win for everyone," said Duncan.  "By allowing police
officers to wear their uniforms on off-duty jobs, we compliment our community
policing efforts and increase the visibility of our officers.  I appreciate
the Council's support on this important public safety matter."
     The proposal was included in Duncan's negotiated bargaining agreement
with the Fraternal Order of Police in his recommended FY'97 Operating Budget.
