To improve government operations, CountyStat has introduced a fellowship opportunity for Montgomery County government employees. The employee would spend 10 weeks, half time, working in the CountyStat office as part of the analyst team. Those selected would work with CountyStat analysts to evaluate and analyze issues or headline performance measures specific to his/her home department, experiencing all phases of the Stat process. This would include identification of issues, data gathering and analysis, and presentation techniques. This assignment would culminate with the fellow participating in a CountyStat meeting as lead analyst, facilitating the presentation.

Fellowship Objectives
- Develop an understanding and appreciation for CountyStat principles of requiring data driven performance, promoting strategic governance, increasing government transparency, and fostering a culture of accountability and “managing for results.”
- Improve data gathering and analysis skills, with particular emphasis on evaluating data integrity, and applying data to program evaluation and performance measurement.
- Improve knowledge and use of data analysis tools, including department and County-specific databases and applications.
- Improve presentation-building skills, with a focus on the appropriate development and display of data and narrative.
- Interact with County leadership in relation to his/her assigned issue and participate in discussions and decisions.
Minimum Qualifications/Expectations
- Applicants must have supervisor and department director approval prior to applying.
- Applicants must be able to commit 50 percent of their work time to this assignment for a period of 10 weeks.
- Applicants must be committed to continuous improvement of government operations, to County values, and to public service.
- Applicants must have merit status in positions with a minimum grade of 23 and above.
Up to two applicants will be selected for each cycle of the Fellowship program, with an anticipated four cycles per year.
