Citizen Advisory Boards & Committees
The Mid-County Regional Services Center has several boards and committees which meet on a monthly basis. Community members may attend these meetings and may also request an agenda or minutes for any of these meetings. Currently three boards and committees serve the Mid-county Regional Services Center. They are:
Mid-County Citizens Advisory Board (MCCAB)
Wheaton Urban District Advisory Committee (WUDAC)
Established in 1978, the 15-member Mid-County Citizens Advisory Board (CAB) serves as Montgomery County's bridge to the 220,000 residents and businesses spread throughout the 99 square miles of the Mid-County area of Montgomery County. The Board provides advice and recommendations to the County Executive on policy and budget issues, planning and goal setting procedures, and legislative matters; educates the community on governmental structures and services; and acts as a facilitator to foster solutions to community problems, needs, and issues. CAB members are selected by the County Executive and confirmed by the County Council to serve 3-year terms. Announcements about openings on the Board are made by the County Executive and published in regional and neighborhood newspapers. Unless otherwise announced, MCCAB meetings are held on the third Tuesday of each month beginning at 7:00 p.m. in the first floor conference room, Mid-County Regional Services Center, 2424 Reedie Drive, Wheaton, MD 20902. The Center is immediately adjacent to the Viers Mill exit of the Wheaton METRO station at the intersection of Viers Mill Road and Reedie Drive.

STANDING COMMITTEES
Each Board Member is required to serve on at least one standing committee of the Board. The chair of the committees shall serve at the pleasure of their respective committee. Each committee will designate one member who will focus on community engagement aspects of the work of their committee.
The general areas of responsibility of the standing committees are:
The Budget and Capital Projects Committee deals with issues involving the County Capital Improvements Program (CIP) and the Public Services Program (PSP), which encompasses the County’s operating budget. The committee helps evaluate CIP issues including improvements for highways, transit, water and sewer, lighting, other utilities, parks and other County property, and other capital expenditures supporting commercial or neighborhood revitalization. It helps evaluate multi-year and annual budget plans supporting County operations and services, including the overall framework of revenues and expenditures as well as any legislative issues under its purview.
The Land Use and Zoning Committee deals with issues involving master plans, zoning and subdivision requirements, special exceptions, neighborhood and commercial revitalization, sewer water category changes, and related issues including impact fees, assessments and other charges. It helps evaluate changes in land use development affecting the broad region, the County, sub-areas, communities, commercial areas, neighborhoods, individual properties, as well as any legislative issues under its purview.
The Transportation Committee deals with issues involving all aspects of transportation, infrastructure and pedestrian safety for both County and State roads. Also may review legislative matters pertaining to transportation.
The Quality of Life Committee deals with issues brought to the Board by community members as well as "quality of life" matters pertaining to the Mid-County region. "Quality of life" matters can include: housing, public safety, education, etc.
AD HOC COMMITTEES
The Chair at his or her discretion, may at any time establish any number of ad hoc committees to assist in the performance of any activity in keeping with the purpose of the Board.
The Wheaton Urban District Advisory Committee (WUDAC) consists of 11 members appointed by the County Executive and confirmed by the County Council to provide advice on matters affecting the revitalization and economic and physical development of the Wheaton Urban District area. Members represent businesses, the Chamber of Commerce, residents, and the Mid-County Citizens Advisory Board (MCCAB).
The Urban District is funded by special taxes to support the work of the Committee to include clean-up, tree trimmings, flower plantings and beautification, trash collections, street maintenance, and promote annual special events. Administrative responsibility for the budget and operations of the Urban District are under the direction of Natalie Cantor, Director, Mid-County Regional Services Center. The mission of the Redevelopment Advisory Committee is to advise the County Executive, the Director of the Wheaton Redevelopment Program, and the Director of the Mid-County Regional Services Center on all phases of the revitalization of downtown Wheaton which consists of preserving and improving the neighborhoods and business centers in the downtown area.
Members of the 2009/2010 Redevelopment Advisory Committee include: Mara Baer, Gregory Baker (Chair), Elizabeth Barksdale Boyle, Melissa Brown, Maureen Carrington (Vice Chair), Eleanor Duckett, Jonathan Fink, Sabrina Goris, Rahman Harrison, Manuel Hidalgo, Zoe Lefkowitz, Filippo Leo, Christopher Lindsay, Diane Lynne, Thomas Martin, Ian Morrison, Susan Peterson, Erin Roberts, Morey Rothberg, Robert Schilke, David Taghipour, Fran Ware (ex officio).

Sector Plan Update WRAC/WUDAC Coordination
The Wheaton Sector Plan outreach strategy engages two existing advisory committees associated with the Mid-County Regional Services Center. These committees include the Wheaton Redevelopment advisory Committee (WRAC), as the lead organizing committed, and the Wheaton Urban District Advisory Committee (WUDAC). For the length of the Sector Plan Amendment, WRAC and WUDAC have formed a Wheaton Sector Plan Joint Advisory Ad Hoc Work Group (Work Group). The work Group includes representatives from the two Wheaton advisory committees. Such organizations as the Wheaton Civic Coalition and individuals from the community, that are committed to monthly attendance, are actively participating in the Work Group, but are non-voting members.
Recommendations from the work group will be presented to the full membership of WRAC and WUDAC for deliberation and voting. WRAC and WUDAC are designated representatives to provide testimony to the planning Board and County Council.
The Work Group meets on the 1st Monday of each month at 7:00 p.m. The location is 2424 Reedie Drive, Wheaton, Maryland.
In addition to the Work group, WRAC has an Economic Development subcommittee, which generally meets at 7:00 p.m. on the last Thursday of each month also at 2424 Reedie Drive. In addition to its general economic scope of interest, the Economic development subcommittee addresses economic issues relating to the Sector Plan update.
