This week, Montgomery County Executive Douglas M. Duncan wrote to Transportation
Planning Board (TPB) members urging them to approve the next step in
making the InterCounty Connector (ICC) a reality. On April 21, the
TPB will vote on whether to include the ICC in an analysis that will
assess its true impact on the region’s air quality. The modeling
is required if the ICC is to be approved for Federal funding.
More Trains for Metro’s Red Line — back

Also this week, Duncan sent a letter to Metro Board members asking them
to honor their commitment to add 42 new rail cars to the Red Line at
the end of the month. Metro ordered 192 cars in April 2001, of which
150 have already been added to other Metro lines. Now, some Board members
are reconsidering how the new cars will be allocated. The additional
cars will help relieve overcrowding and allow rush hour trains to run
more frequently. The new cars are also a first step in Duncan’s
push for all Red Line trains to run to the Shady Grove and Glenmont
stations rather than the current practice of turning half of the trains
back at Grosvenor and Silver Spring.
Taxi Hotline Available — back

The County has created a Taxicab Hotline to allow customers to report
on taxicab service and performance, and to give the County another
tool to assess the performance of taxicab companies and individual
taxicab drivers. The Taxicab Hotline will be answered by staff from
10 a.m. to 2 p.m. weekdays. Messages can be left at all other times.

New Pedestrian Safety Law — back

A new State pedestrian safety law should help clarify when drivers are
required to yield to pedestrians. The new law calls for drivers to
stop for pedestrians who are on their half of the roadway or if the
pedestrian is within the lane adjacent to the driver’s half of
the roadway. When a pedestrian steps into the crosswalk, all traffic
on his or her side of the road must stop. As the pedestrian approaches
the other side of the road, and is in the adjacent lane, traffic on
the other side must stop. Once the pedestrian steps onto the opposite
side of the roadway, the cars behind the pedestrian can resume.
Quarry Haul Route

The County’s Department of Environmental Protection has designated
Shady Grove Road, between Piney Meetinghouse Road and Darnestown Road,
as the exclusive haul route for truck traffic to and from the Rockville
Crushed Stone Quarry. To redirect truck traffic and reduce associated
noise, the County improved that portion of Shady Grove Road to accommodate
heavy trucks, and quarry owner Aggregate Industries largely underwrote
similar improvements to Piney Meetinghouse Road. The haul route designation
begins May 1.
