Housing Affordability
Moderately Priced Dwelling Units (MPDU's)
New development of more than 50 dwelling units in Montgomery County must include 12.5 percent for the Moderately Priced Dwelling Unit program. Sale prices are controlled for condominium units and lease rates are controlled for rental units. Income qualified residents and workers apply to the Department of Housing and Community Affairs.
Housing Opportunities Commission (HOC)
The Housing Opportunities Commission is Montgomery County’s “housing authority.” HOC develops new housing generally in mixed income buildings, finances development of moderate and low income housing, and manages housing throughout Montgomery County. The historic Montgomery Arms apartments on Colesville Road were preserved by HOC with recent installation of air conditioning and other improvements. Elizabeth House provides housing for seniors. Alexander House provides a mix of market rate and subsidized units convenient to Metro. Blair Gardens is 1940’s style garden apartments in a shaded setting.
Montgomery Housing Partnership
Montgomery Housing Partnership is a private nonprofit used by the Department of Housing and Community Affairs to acquire and renovate older rental housing with severe code violations. Projects in downtown Silver Spring include Blair Park apartments on Eastern Avenue.
