  Project Status

A construction kickoff event was held on Sunday, February 26th with approximately 25 residents in attendance. Remarks were made by County Executive Isiah Leggett, Library Director Parker Hamilton, and Department of General Service Director David Dise. The contract with Milestone Construction Services has been signed and the Notice to Proceed has been issued. This is for Phase 1 work, which is mostly administrative and will last up to 6 weeks. This NTP requires the Contractor to begin the detailed planning for the project and to submit to the County for their review and approval certain planning tools that will help the project progress more smoothly when the physical construction begins. This is expected to take about a month. Included are:
  • Information about the selected scheduler who will prepare the construction schedule
  • An initial CPM construction schedule
  • A list of the selected subcontractors for major trades
  • A Schedule of Submittals showing when the subcontractors will prepare and submit their shop drawings to the A/E team for approval.
  • A Schedule of Values showing the value of each of the items of work that make up the project against which the contractor will invoice the County as the work progresses
  • Sediment and Storm water controls in place and approved by Permitting Services

When all this planning is in place, Notice to Proceed no 2 will be issued to the contractor allowing him to begin the actual physical construction. This is when you will start to see trailers on the site, delivery of material beginning and demolition and construction starting. Construction is expected to take about 18 months.

The grand reopening will occur approximately 1 to 2 months after construction is competed, providing time for final punch lists, shelving the collection and preparing the library to reopen.
   


  Project Description

The Department of Public Libraries’ Strategic Facilities plan identified the Olney Library for renovation and expansion in 2002. The building opened in 1981 and is 16,825 square feet in size.

A Program of Requirements to guide the renovation plans was written in September 2001 and updated and signed in October 2002. Funding was approved by the County Council as part of the FY03-08, FY05-10, and FY09-14 Capital Improvement Program budgets. The renovation was approved to include a 4,260 square foot addition, HVAC replacement, bringing all building systems up to applicable building and energy codes, replacement of the windows and doors, pedestrian safety and walkway improvements, and exterior lighting and stormwater management improvements.

Planning for the renovation began in January 2008. A public meeting was held on January 24, 2008 to solicit input on the features members of the community liked about the current library and those they wanted to see changed or included in the renovated and expanded facility.

Architects from The Lukmire Partnership and staff from the Department of Public Libraries and the Department of General Services worked during 2008 to complete an initial draft plan for the exterior and interior design of the renovated and expanded building. That schematic design plan was presented to the community at a second public meeting held on April 2, 2009. Architects from The Lukmire Partnership and staff from the Department of Public Libraries and the Department of General Services answered questions and received feedback from community members. Input from the community meeting will be considered as the final design for the building is developed.
