 Project Status Information

The construction contract between Lee Development Group, Inc. and the James G. Davis Construction Corporation was executed in August, 2010.  The official groundbreaking for the project was on September 2. The contractor has begun the initial site work including site mobilization, façade support, construction of the pedestrian walkway, and required demolition. 


  Project Description

The Fillmore will create a dynamic new music, entertainment and community use venue in downtown Silver Spring. A unique public-private partnership between Montgomery County and Lee Development Group, the new music hall will preserve the historic façade of the old J.C.  Penney store site on Colesville Road owned by Lee Development Group – a site vacant for 18 years - and build a modern, new music and community use venue behind it. The State of Maryland and Montgomery County will contribute $4 million each, for a total of $8 million in public investment, toward the cost of building the facility, which will be owned by the County. Live Nation and the County entered into a lease agreement to operate the music venue.

  • World-class entertainment from a diverse group of artists from all over the world coming to Silver Spring to play popular, rock and roll, jazz, country, folk, and other styles.
  • Synergy with American Film Institute, Discovery Communications, and others to make things happen in Silver Spring that are happening nowhere else in the country.
  • Significant free and discounted community use when performances are not being held.
  • More customers for Silver Spring restaurants and businesses.
  • A projected $1.7 million public benefit annually for the State and County - over and above construction costs.
  • Montgomery County will own the donated land -- at an estimated value of $4 million -- and the facility.
  • Live Nation will invest at least $2 million in the facility, will pay all utilities, and will assume responsibility for all upkeep and maintenance costs - including structural maintenance - on the County-owned building. No subsidies to Live Nation.
  • Projected to open for business in fall, 2011.
