Notices
Between the dates from May 21, 2012 through August 13, 2012, a small portion of the overall construction work will take place in the evenings to early mornings between the hours of 8:00 pm through 7:00 am. This work must be completed during these times to avoid disrupting the Circuit Court. Regrettably, vibrations from the construction activity reverberate through the entire Judicial Center interfering with our electronic, digital court recording system which can make the recording of the court process unintelligible. Consequently, a transcript of the legal proceedings cannot be provided to the litigants or appellate courts which could cause devastating, unintended consequences for litigants. Additionally, the Circuit Court handles court and jury trials which can include criminal cases with sentences involving of life or death, family matters involving divorce, custody and termination of parental rights, which are highly emotional and can be catastrophic to the family element, and civil cases where judges and juries will determine the fate of businesses, medical malpractice suits, foreclosures, etc. All of these matters mentioned and many others not referenced are determined daily in the Judicial Center.
Every effort will be made to minimize noise. The work will include the following:
- Demolition of Concrete and Reconstruction at Helix Area (Noise generating activities includes Scaffolding, Concrete Trucks, Formwork, Jack Hammers, Hammer Drills, Concrete Vibrator, Debris placed in Dumpster). This activity will approximately start on May 21st and conclude on June 4th. The work is anticipated to be approximately 7 days during this period. The typical work shift is from 8:00 PM to 4:00 AM. All jack hammering will occur before 11:00 PM or during the day on Saturdays.
- Installation of Precast on New Annex (Noise generating activities will include Crane, Welding and Material Hoist, Back-Up Alarms). This activity will approximately start on July 9th and conclude on August 13th. The typical work shift is Monday – Friday from 8:00 PM to 4:00 AM.
- Demolition and Construction of New Generator Exhaust (Noise generating activities include Jack Hammers, Hammer Drills, Concrete Vibrator, Debris placed in Dumpster. This activity will approximately start on June 29th and conclude on July 9th. The work is anticipated to be approximately 3 days during this period. The typical work shift is from 8:00 PM to 4:00 AM. All jack hammering will occur before 11:00 PM or during the day on Saturdays.

Project Status: Construction Phase/strong>
Construction Progress Bulletin
- Concrete work on the parking level and foundation walls has been completed. Concrete work on the terrace level that will connect to the lobby and sheriff’s department in the Judicial Annex will be finished in early May. The terrace level slab and all slabs above it will be post-tensioned concrete. Steel cables embedded in the concrete and are pulled after the concrete is poured to achieve thinner and stronger floor slabs.
- Floors under construction are framed with a Sky Deck scaffolding system comprised of reusable and adjustable telescoping columns holding up a network of aluminum panels onto which the concrete floor is poured. This system allows the construction to progress faster with less waste.
- The last of the variable air volume boxes is being replaced on the 3rd floor of the Judicial Center. All of the boxes in the VAV system have been replaced and balanced as part of a renovation to the cooling and heating system for the Judicial center.

April 2012:
Crews worked on building the terrace level of the annex. This floor will connect to the existing Judicial Center through the lobby. Crews spent half of April laying out the rebar, electrical conduit, and steel tension cables all along the new floor before the concrete pour. The cables (blue) are held in place with tripod-like chairs before the concrete pour.

April 2012:
The cables (blue) are part of a post-tensioning system. The concrete is poured in sections on top of the rebar and cables. After a section is poured, each cable coming out of the side of slab is pulled to about 5,000 psi, transferring additional compressive strength to the concrete, allowing the slab to be thinner, and achieving higher ceilings heights in the new building.

Project Description
This
project involves an addition to
and renovation of the existing Judicial Center. The Judicial Center
Annex is a six story building with one level underground parking and
one level mechanical penthouse. The Annex provides ten additional
courtrooms and administrative spaces. The renovation of the existing
judicial center includes upgrading interior spaces, mechanical,
electrical and plumbing upgrades. The project will be designed to
comply with Leadership in Energy and Environmental Design (LEED)
guidelines for LEED Silver (potentially Gold certification) which
includes a green roof and roof mounted photovoltaic panels. The
existing plaza and green spaces will be redesigned to invite public use
of the space. The green space will include a water fountain, new trees,
benches and a Memorial Walkway to receive the memorial plaques that
will be relocated to allow for the construction of the Annex. Refer to
the site plan image for the location of the Memorial Walkway.
The
project consists of three
phases. Phase one includes the existing Judicial Center HVAC renovation
for floor 6-9 and the penthouse roof . Phase two includes the
construction of the Annex and the phase three encompasses the interior
renovation and upgrades of the remaining area of the existing Judicial
Center.
