 
Bridging the gap between citizen needs and public services is a major challenge facing governments today. Montgomery County meets this challenge through regionally based Centers which include a variety of services and programs brought together in one office building. Regional Centers are located in Silver Spring, Wheaton, Bethesda, Burtonsville, and Germantown. The Upcounty Regional Services Center was established in 1985 and moved to its permanent location in Germantown in 1990. The Center serves a population of 300,000 in the area of the County generally north of Shady Grove Road.

The Upcounty Regional Services Center functions as a link to the County Executive's Office; coordinates policy making and service delivery that focus on the particular needs of the Upcounty area; and offers problem solving assistance to neighborhoods, individuals, businesses, and County agencies.
The Center has a Citizens Advisory Board which works with the Center Director to provide the County Executive and the County Council with a balanced assessment of area problems and their potential solutions.

In order to meet the increasing demands of our 300,000 residents who are spread over 250 square miles, we have designated four subareas within the Upcounty : Greater Gaithersburg/Goshen, Germantown, Damascus/Clarksburg/Laytonsville, and the western region stretching from Poolesville to North Potomac. Our objective is to help residents, businesses, and community organizations solve problems and develop strategies at the community level. Each of the four areas has a staff person who specializes in their respective communities. We have partnered with County libraries to locate our staff in library lobbies where they are equipped with a laptop that is connected to the County's major information sources. In addition, they have a variety of informational brochures, forms, and announcements about County services and events. Stop by our local desk during the time listed below. Upcounty residents can register for all programs offered by the Department of Recreation, receive information on any program or facility in the County that falls under the auspices of the Department and provides Recreation Center Access card processing. Staff organizes and supervises a comprehensive recreational program seasonally for after school classes, teen clubs, community centers, special events and summer fun centers with emphasis on programs for school-aged youth.

Peppertree Children's Center is a contractor to the Department of Health & Human Services, offers full-time and part-time care for children ages 6 weeks through 12 years. Vesta is a non-profit behavorial health care center staffed by therapists and assessment specialists, including psychiatrists, social wrokers, counselors, and marriage and family therapists. Culturally sensitive behavioral healthcare services are offered for individuals of all ages, families and couples. The mission of the Student Services Field Office is to provide direct and coordinated services to students, staff, parents and school communities. The staff is comprised of Pupil Personnel Workers, psychologists, and a supervisory team which support Upcounty schools. In addition, field office members collaborate with interagency teams in support of family and student needs.
The Upcounty Regional Services Center has four meeting rooms (accomodating 20, 50, and 100 people) that are available to Montgomery County community and nonprofit groups for business meetings at a minimal cost. All requests for use of the meeting rooms must be submitted to Community Use of Public Facilities (CUPF). Applications may be submitted by fax, mail or in-person at either of the CUPF locations.
