Montgomery County's Office of Human Resources (OHR) administers a comprehensive
program providing a wide variety of human resources-related services
to Montgomery County departments, agencies, employees, retirees, and
the public. OHR programs and services support the missions and objectives
of the organization by attracting, developing, and retaining a skilled
and diverse workforce. OHR is organized into the Director's Office and
nine functional service teams:
Director's Office - Administers OHR programs and develops policy;
develops and implements new human resources initiatives; and ensures
the integrity of the County's merit system.
Benefits Team - Designs, develops, implements, and
administers group insurance, retirement, and other employee benefit
plans; processes personnel actions; maintains employee and retiree
records; oversees insurance and retirement fund budget preparation
and management; and provides direct services to employees and retirees
with respect to benefits. This team also provides administrative services
to the entire OHR in the areas of office automation and employee communications.
Records Management Team – Maintains all County employees’ official personnel records, serves as custodian
of records, responds to subpoenas for personnel records and record information, reviews for accuracy
and administers all personnel actions, maintains the Position Control System, and responds to employment verifications.
The EEO & Diversity Management Team develops and administers the County's workforce diversity program
and EEO compliance program to promote fairness, equity and a respect
for differences and diversity in the workplace. The team is responsible
for conducting the Montgomery County diversity and management consultation
activities and serves as an internal consultant to assist departments
in creating and managing their diversity programs while simultaneously
improving workforce effectiveness.
Labor/Employee Relations Team - Administers a comprehensive program to foster a positive relationship
with employees and employee representatives in matters of wages, hours,
and working conditions; negotiates and administers collective bargaining
agreements and grievance processes; develops personnel policies and
regulation changes; and oversees bilateral work groups and committees.
Occupational Medical Services Team - Provides comprehensive occupational health services through health
promotion, occupational medical, and employee disability case management

The Staffing and Organizational Development Services Team provides complementary and coordinated
training , recruitment, personnel services, performance management,
classification and compensation services to all departments and employees,
and supports the County's efforts to attract and retain a high quality
and diverse workforce.
