Montgomery County Government (MCG) has made significant advances through its embrace of technology solutions that improve business response to its customers as well as streamlining the internal business processes. To continue a positive contribution from our investment in Information Technology (IT) solutions and innovations, it is essential for Montgomery County Department of Technology Services (DTS) to articulate the interpretation of Executive guidance as well as business mission objectives to confirm its understanding and prepare for future technology choices.
The Chief Information Officer (CIO) serves as the principal information technology advisor to the Chief Administrative Officer of the County. This is a non-merit County Executive appointed position that requires County Council confirmation. The CIO oversees the evaluation of information technology, the architectural design of innovative technology initiatives, the development of strategic information technology plans, and the design and implementation of automated systems for the County using a matrix management structure.
The CIO is responsible for a large, complex IT environment that has numerous concurrent development projects and architecture issues. The CIO oversees several support contracts, has responsibility for a budget of approximately $26 MM, and directs a staff of approximately 135 career employees, who provide technical assistance to the County executive staff and all levels of management to integrate
value-added information technology solutions into corporate business planning processes.
Contacts are with high-ranking legislative and executive officials within County Government, officials of equivalent rank in other governmental jurisdictions, and private sector and community organizations or groups. The position requires consideration of engineering, information processing, data security and community issues and impacts, and development of solutions that accommodate conflicting objectives from a variety of organizations, groups, and individuals.
Requirements
- Demonstrated experience in exercising an extremely high degree of leadership, project management skill, initiative, judgment, and ability in managing a major IT enterprise. Must have managed a minimum of 50 staff. Breadth of IT experience to include knowledge of enterprise applications, network communications, information security, geographic information systems, telecommunications, and infrastructure.
- Ability to develop performance measures and enterprise-wide performance management practices such as service level agreements, customer surveys, internal assessments, and other appropriate performance evaluation techniques.
- B.A./B.S. required; Masters preferred.
