The mission of the Special Investigations Division is to arrest those individuals using or selling controlled dangerous substances; disrupt major drug trafficking organizations; investigate organized crimes such as gambling, prostitution, and human trafficking cases; and arrest violent fugitives and those responsible for gang-related crime. The Division is committed to providing high quality investigations that will reduce the amount of drug and organized crime in our community. These enforcement efforts are conducted to support the Department's mission to reduce crime and the fear of crime.

This website is designed to help you understand the function of the Special Investigations Division and to inform you on ways to file complaints regarding drug activity in your neighborhood. The new Online Drug Tip Form is a way for you to provide information that will help reduce the impact of drugs in Montgomery County.

Thank you for taking the time to visit our website. If you would like additional assistance, please contact us by phone at any of the numbers listed in the directory. To let us know about drug activity click here.

Drug Identification and Trends

Drug Enforcement Section | Lieutenant Marcus Jones, Commander

The Drug Enforcement Section is responsible for investigating illegal drug offenses from street level dealers to major drug trafficking organizations. The D.E.S. is comprised of the Drug Investigations Unit, the Pharmaceutical Unit, the Interdiction Unit and the Conspiracy Unit.

The Drug Investigations Unit targets low to mid – level drug dealers who operate within Montgomery County. Investigators conduct undercover buys from drug dealers and execute search warrants to confiscate contraband and other evidence.

The Pharmaceutical Unit investigates prescription fraud cases, Medicaid fraud, as well as medical professionals who prescribe medication illegally.

The Interdiction Unit conducts drug interdiction details at storage facilities, bus stations, train stations, hotels and mail facilities. The unit is responsible for seizing illicit drugs being transported to or through Montgomery County by various means. The unit has two drug detection dogs who assist with identifying illegal packages and contraband.

The Conspiracy Unit targets major drug trafficking organizations that operate within Montgomery County. These investigations are long-term by design and are often prosecuted at the federal level. Investigators assigned to Conspiracy work closely with various federal law enforcement agencies including the U.S. Attorney’s Office.

Criminal Enterprise Section | Lieutenant Bob Bolesta, Commander

The Criminal Enterprise Section is comprised of the Vice and Intelligence Unit, the Repeat Offender Section, the Electronic and Technical Support Unit, and the Gang Task Force.

The Vice and Intelligence Unit handles intelligence gathering for the department and is responsible for identifying threats to our community. Two investigators are assigned to the FBI’s Joint Terrorism Task Force (JTTF) to investigate both International and Domestic Terrorism. The unit also investigates all Gambling, Prostitution and Human Trafficking cases.

The Repeat Offender Section is responsible for apprehending fugitives who are wanted for violent crimes and repeat offenders who are a danger to the community. Investigators assist various investigative units within our agency and often assist other law enforcement agencies.

The Gang Task Force is responsible for investigating all gang-related crime in the county. Gang officers are assigned to each of the six police districts and they work closely with patrol officers, the Educational Facility Officers and community members to address gang-related crime. Investigators work closely with the Recreation Department and the Montgomery County Public Schools to provide prevention programs for potential gang members. Investigators share a considerable amount of time on prevention and intervention methods for “at risk” youth. The Gang Task Force also has one officer assigned to the Regional Anti-Gang Enforcement (R.A.G.E.) Task Force with ATF and other local law enforcement agencies.

The Electronic and Technical Support Unit is responsible for ensuring effective utilization of the Department’s electronic surveillance equipment. Investigators provide a wide variety of technical capability to support the various units within and outside the Division. The ETSU also provides support to the Emergency Response Team.
