The Educational Facilities Officer (E.F.O.) program is an outreach program sponsored by the police department in partnership with the Montgomery County Public Schools. The officers involved in the program are assigned a high school and its cluster of middle schools. The officers spend the majority of the day fostering positive interactions with students and school staff.

Another key component of the program is to ensure the safety of the students and staff on the various campuses by reviewing rules and regulations, performing safety presentations, and when criminal activity has been discovered, the E.F.O. is expected to enforce the laws by taking appropriate action.

The E.F.O. primary function is to maintain and enhance a safe and secure learning environment for students and staff in Montgomery County. Other duties and responsibilities include, but are not limited to:

  • Serve as a link between the school system and the Police Department to develop plans to address emergency and disaster situations
  • Coordinate joint Police and MCPS activities and programs
  • Meet regularly with MCPS Staff, students, and parents, to exchange information and assess risk factors relating to emergency preparedness
  • Deliver Police Department programs to students in the school system
  • Participate in school based safety committees
  • Coordinate the Police Department’s response to incidents and reports of criminal activity
  • Coordinate and assist with traffic safety prevention programs, enforcement activities, and mediation of disputes pertaining to criminal activity
  • Analyze problem and formulate solutions utilizing community and problem oriented policing principles and concepts
