Lieutenant Robert. Carter   |   Deputy Director

Lieutenant Robert Carter

Lieutenant Carter was hired as a Montgomery County Police Officer in 1988.  After graduating from the police academy, he served in the 3rd District as a patrol officer. In 1994, Lt. Carter was assigned to the Police Community Action Team (PCAT); PCAT is a unit that conducts concentrated, direct patrols in at-risk neighborhoods for a 90-day time period.  In 1997, Lt. Carter was promoted to sergeant; he returned to Silver Spring and worked as a sergeant in patrol and the Special Assignment Team (SAT). 

In 2004, Lt. Carter was transferred to the Special Investigations Division (SID).  In 2005, he was promoted to Lieutenant and became a deputy commander of the 4th District.  He became a deputy commander for the 3rd District in 2006.  He

assumed his current assignment in 2008.  Additionally, during his career, he was temporarily assigned to a DWI task force, the 3rd District SAT unit, the 3rd District Investigative Section and to SID.

Lt.Carter graduated with honors from Catonsville Community College, receiving an Associate in Arts degree in criminal justice.  He received his Associate in Applied Science degree in criminal justice from the Community College of the Air Force.  He is also a graduate of the University of Maryland, receiving a Bachelors of Science degree in criminology and behavioral science.

Before joining the MCP, Lt. Carter served in the United States Air Force, honorably discharged at the rank of Staff Sergeant.
