The Montgomery County Police Department is pleased to offer H.R. 18 – (Law Enforcement Officer Safety Act) for MCPD retirees. This training is only offered to those officers who retired from the MCPD and who meet the standards set forth by the law.

2012 LEOSA DATES - INFORMATION

Listed below are the 2012 LEOSA dates and necessary items that you must bring to your LEOSA qualifications. 

* Classes are limited to 25

Time will be 0800 for all dates below.

PLEASE NOTE:  Classes with low enrollment or unforeseen issues with dates are subject to be cancelled.  You will be notified by telephone, should this occur.

The APPLICATION FORM must be filled out and sent to us, at least 30 days before your qualification date.  Your application must be NOTARIZED, and can take up to 30 days for the forms to go through the process of a background check and Internal Affairs check, so please be patient.  Please assume that your paperwork has been processed unless you hear from our office.

What to bring:

§        At least 60 rounds of ammo, per weapon

 §        Belt holster with covered trigger guard (no cross-draw, shoulder/ankle holsters, fanny packs)

 §        You must wear LONG PANTS, no SHORTS are allowed.

 §        Qualifications will take place rain or shine, so please make sure to dress for the weather.

 CHILDREN NOT PERMITTED AT THE RANGE

  ALL QUALIFICATIONS WILL BE HELD AT THE OUTDOOR RANGE.

Registration Procedures
LEOSA Handgun Certification Procedures 

Montgomery County Police retirees who are interested in LEOSA training should follow the following procedures: 

• Download a LEOSA Registration form from the Department’s web–site. LEOSA Registration Form
• Complete the form in its entirety and have it notarized.
• Call the PSTA at 301-279-1841 or e-mail: amy.koudry@montgomerycountymd.gov to hold a space on the date you requested.
• Review the Range Safety Rules posted on the Web Site.
• Check this web site the day prior to ensure your training date has not been cancelled.
• Show up for training about 10 -15 minutes early, if possible.
• Make sure that you receive your LEOSA card before you leave the training.
• Each retiree may qualify with only ONE handgun (semi-auto or revolver).

MCPD RANGE SAFETY RULES

The Montgomery County Police Department is proud to provide LEOSA training
for our retired police officers. We look forward to a safe and enjoyable day and
ask that you adhere to the following rules to ensure your safety. 

• Please unload all firearms prior to your arrival at the range.
• Please do not bring a weapon that you have never shot before. You should be very familiar with the handgun you are shooting.
• Make sure your handgun is well oiled and in excellent working condition.
• Handgun must be a .38/.357 caliber revolver (Five shot revolvers are allowed). Semi-automatics can be 9mm, .40 S&W, and/or .45ACP only.
• Ammunition - Must bring at least 60 rounds per gun (in case you need to re-shoot a course of fire) Acceptable calibers of ammunition include .38 Special, .357 Magnum, .9mm, .40 S&W, and .45 ACP.
• Holster - Strong hand belt holster for the handgun. (No shoulder holsters, fanny packs, cross-draw holsters or ankle holster). The holster must cover the trigger.
• Do not come to the training if you have been drinking any alcoholic beverages, or if you are taking medication that can make you drowsy.
• You must be able to shoot in the kneeling position
• Treat every firearm as if it is loaded. 
• Never allow a firearm exchange hands unless the slide/action bolt is open and locked to the rear and made safe.
• Ear and eye protection will be worn by all personnel during firing.
• All shooters must wear long pants with a belt.  No shorts or sweat pants. Dress for the weather as all shooting is outdoors.
• Smoking is not allowed on the firing lines, in the classroom building, or in firing towers.  Smoking is allowed in the parking lot area only.
• No talking on the firing line.
• Dry firing is not authorized except under the supervision of an instructor.
• Fingers will be kept off the trigger and outside the trigger guard until the weapon is on target.
• All weapons and ammunition must be approved by the Range Supervisor or a Range Staff member before any firing on the range.
• Only designated targets will be fired upon.
• Never leave the firing line without first unloading and making your firearm safe and checking with a range instructor.
• Firearms will be pointed down range and/or in a safe direction at all times.  A safe direction is defined as down range or in a direction that should an accidental discharge occur, little or no property damage or human injury would result.
• While on the range, personnel will only load their weapons when instructed to do so, and fire only upon command from the instructor.  Firearms will be loaded with the muzzle pointed down range.
• Any participant in training has the authority to order a cease-fire immediately upon observing an unsafe act or procedure. 
• Never move in front of the firing line until a command has been given to do so.
• In case of a misfire/malfunction, keep the firearm pointed down range and notify a range instructor.
• Anyone violating range rules will be asked to leave.

LEOSA - Law Enforcement Officers Safety Act:

On July 22, 2004, President George W. Bush signed into law The Law Enforcement Officers Safety Act (L.E.O.S.A.) which is also known as H.R. 218. The law allows qualified active and honorably retired law enforcement officers to carry their firearms concealed nationwide. Additionally, the law establishes the criteria that those individuals must meet annually in order to qualify as an active or honorably retired law enforcement officer. The requirements for retirees are as follows: 

1. retired in good standing from service with a public agency as a law enforcement officer, other than for reasons of mental instability;
    
2. before such retirement, was authorized by law to engage in or supervise the prevention, detection, investigation or prosecution of or the incarceration of any person for, any violation of the law, and had statutory powers of arrest;
    
3. (A) before such retirement, was regularly employed as a law enforcement officer for an aggregate of 15-years or more; or (B) retired from service with such agency, after completing any applicable probationary period of such service, due to a service-connected disability, as determined by such agency;
    
4. has a non-forfeitable right to benefits under the retirement plan of the agency;
    
5. during the most recent 12-month period, has met, at the expense of the individual, the state’s standards for training and qualification for active law enforcement officers to carry firearms; 
    
6. is not under the influence of alcohol or another intoxicating or hallucinatory drug or substance; and 
    
7. is not prohibited by State or Federal law from receiving a firearm.
