The first Citizen Academy began on January 25, 1994 as an extension of the department's community policing efforts. It was felt that education was a key factor in helping the public gain a more comprehensive understanding of what is required for police officers to effectively perform their duties.

Forty-two county residents took part in this nine-week pilot project. The purpose of the academy was to increase citizen awareness of the function of the police department by educating them on topics relative to the role of the police officer in their community.

Residents were instructed on such topics as criminal law, Maryland Traffic Law, and Homicide & Sex Investigation. At the completion of the first session, the "students" were asked to evaluate the entire course. Overwhelmingly, the class was rated as a success.

Based on growing interests and suggestions from former students, the class has now been expanded to 18-week sessions.  A waiting list has been established to accommodate requests to participate. 

Upon graduation, students are encouraged to continue their education by joining the Citizen Academy Alumni Association.

The Public Safety Training Academy is always accepting applications for future sessions of the Citizen Academy. The program is free.  To apply, click here and print the application form.  Mail the application to the address listed on the form.  Applicants must be at least 18 years old, either live or work in Montgomery County. Participants are required to attend a minimum of 14 classes to be eligible for graduation. Topics include: Firearm Safety, Maryland Traffic Law, Homicide & Sex Investigation, Drug Identification and Emergency Response Team. Citizens have the option of touring the Montgomery County Detention Center, participate in the Ride-Along program, attending CPR classes, and more.

The Citizen Academy is held at the Public Safety Training Academy located at 9710 Great Seneca Hwy, Rockville, Maryland 20850 (near Shady Grove Hospital). Classes are offered Tuesday evenings from 7:00 - 9:30 p.m. for 18 consecutive weeks.

Two sessions are offered per year, in the Spring and Fall. The department does not offer Summer sessions because of anticipated applicant and instructor vacations. Winter sessions are not offered because of unpredictable weather.
