  Downcounty Prosecution Unit (Circuit Court):
  The Downcounty Unit is responsible for the prosecution of major felonies occurring in the southern part of Montgomery County. The Unit works within the geographic boundaries of the Silver Spring, Wheaton, and Bethesda police districts, and the City of Takoma Park. The unit strives to balance successful prosecution with an in depth understanding of the communities that we serve. The team is composed of senior felony prosecutors.

 Meet the Assistant State's Attorneys for the Downcounty Unit


 

Peter A. Feeney, 240-777-7349,Team Leader, Mr. Feeney joined the Montgomery County State’s Attorney’s Office in 1990. He graduated, magna cum laude, from Boston College in 1982 and in 1990 received his J.D. from Boston College Law School, where he was editor-in-chief of the school’s commercial law journal. Prior to attending law school, Mr. Feeney was a high school teacher and martial arts instructor in South Central Los Angeles and Compton, California. Significant cases prosecuted by Mr. Feeney include State v. Parris Pratt, convicted 1st Degree Murder, serving life without parole; State v. Joseph Bellamy, convicted 1st Degree Murder, serving life; State v. Timothy Chang, convicted 1st Degree Murder, serving life; State v. Michael Higdon, convicted 1st Degree Murder, serving life; State v. Timothy Crawson, convicted 1st Degree Murder, serving life; State v. Imer Leon, convicted 2nd Degree Murder, serving 40 years; State v. Shiva Dayani, convicted 2nd Degree Murder, serving 45 years; State v. Joshua Friedman, convicted 2nd Degree Murder, serving 34 years; State v. Chelsa Sommer, convicted 2nd Degree Murder, serving 25 years; State v. Angel Toledo, convicted 2nd Degree Murder, serving 20 years; State v. Edgar Toledo, convicted 2nd Degree Murder, serving 20 years; State v. Rohan Campbell, convicted Second Degree Murder, awaiting sentencing; State v. Antonio Rivera, awaiting sentencing.     

Mark Anderson, 240-777-7300,  went to the University of Baltimore School of Law. After Mark graduated Mark went to the Kings County District Attorney’s Office (Brooklyn) in New York City. At KCDA Mark was assigned to Trial Bureau I – "The Red Zone." During Mark's time there Mark was assigned to Criminal Court, Grand Jury and eventually Supreme Court. Mark handled all types of felonies ranging from drug possession to homicides. After numerous trials Mark was promoted to Senior Trial Attorney where Mark supervised junior felony assistants and handled the most serious violent offenses ranging from shootings and robbery to vehicular homicides. After 5 years in Kings County Mark joined the Montgomery County State’s Attorney’s Office and currently is assigned to the Down County team where Mark is assigned to a wide range of felony crimes.

Cynthia A. Bridgford, 240-777-7456, joined the State's Attorney's Office in July 2002.  She earned her Juris Doctor degree in 1996 from the Washington College of Law, American University, and a B.S. degree in 1992 from James Madison University.  From 1996 through 2001, Ms. Bridgford maintained a civil litigation practice concentrating on disability, employment, personal injury, insurance defense and coverage disputes.  Immediately prior to joining the Montgomery County State's Attorney's Office, she held a one-year clerkship with The Honorable Roderick P. Stout on the Circuit Court for Mobile County, Alabama.  Since joining the office, she has served on the District Court Team, District Court Jury Demand and Appeal Team, and Juvenile Team.  Ms. Bridgford is currently assigned to the Circuit Court Down County Felony Team.  In addition to her caseload responsibilities, she has served as the District Court Team liaison to the Montgomery County Police Central Auto Theft Unit and as an instructor at the Montgomery County Police Academy.  Outside of the Montgomery County State's Attorney's Office, Ms. Bridgford volunteers her time as a member of the Montgomery Child Care Association Finance Committee, and has taught in the Paralegal Studies Program of Montgomery College.

Tracy Ferguson, 240-777-7406, graduated from Wesleyan University in 1994.  She received her law degree from the George Washington University School of Law in 2001.  In 2001, Ms. Ferguson served as a Law Clerk for the Honorable Marian B. Hom in the United States Court of Federal Claims.  In 2002, she served as a Law Clerk in The Superior Court of the District of Columbia for the Honorable Anita M. Josey-Herring.  From 2002 to 2004, she was an Assistant United States Attorney in Washington, DC, where she had numerous trials.  During her time as a federal prosecutor, Ms. Ferguson was assigned to the Appellate Division; headed the District of Columbia's 4th District Misdemeanor Team, handling the District's complex cases and supervising junior Assistants; and handled a wide range of felonies while in the Felony Division.  Prior to joining the Office, Ms. Ferguson worked at the National Cathedral School as the Assistant Director of Advancement.  In August, 2006, Ms. Ferguson joined the Montgomery County State's Attorney's Office's Wheaton-Glenmon Juvenile Team where she handled crimes arising out of the district and specialized in County-wide gun and gang cases.  Ms. Ferguson is currently assigned to the Circuit Court Down-County Felony Team.  In addition to her caseload responsibilities, Ms. Ferguson has served as the Office’s representative to Montgomery County’s Disproportionate Minority Contract (DMC) Reduction Committee and its Alternatives To Detention Implementation subcommittee, and represented the Office at the Wheaton District’s C-Safe meetings that focus on curtailing juvenile crime in and around the Wheaton community.

Mary Herdman, 240-777-7360, graduated from the Catholic University Law School in 1996. After one year working in Hartford, Connecticut as an Assistant Clerk at Hartford Superior Court, and doing contract work for Day, Berry and Howard, Ms. Herdman joined the office in June 1997. She served on the District and Juvenile Court teams until February of 1999. From October 1997 to August 1998, Ms. Herdman was the Head of the Auto Theft Unit. In 1999, she joined the Family Violence Division where she prosecuted sexual and physical child abuse cases, along with other domestic related assaults and murders, baby deaths, and battered baby cases. She is one of a handful of attorneys in the office who has tried and convicted defendants charged with physical abuse in the form of shaken impact syndrome (aka "shaken baby cases"), working closely with the medical personnel who care for these youngest of victims. She is also responsible for all Child Abduction cases that come through the State’s Attorney’s Office, with fellow ASA, Sherri Koch. Although Ms.Herdman, continues to assist with the Family Violence Division cases, in the fall of 2007, she officially moved to the Down County Felony Unit, where she is responsible for major felonies including murders, non-domestic rapes, robberies, and serious drug offenses.

Kenneth Joy, 240-777-7372, graduated from Loyola college in Baltimore MD in 1998 and got his law degree at Catholic university in 2002. After law school, Kenneth clerked for The Honorable Joseph A. Dugan from May 2003 to August 2004. After clerking for Judge Dugan, Kenneth worked at Prince George’s County Public Defender’s office from September 2004 until January 2008. Kenneth handled both District Court and Circuit Court cases during his 3 plus years. Kenneth began work on the Down County team on January 27, 2008

Eric J. Nee, 240-777-7374,  a Senior Assistant State's Attorney, has been employed with the Montgomery County State's Attorneys Office since 1999. Prior to accepting employment with the State's Attorneys Office, Mr. Nee worked in the General Counsel's Office of the National Transportation Safety Board from 1995 to 1996, and then served as the agency's Equal Employment Opportunity Director from 1996 to 1999. Mr. Nee also served as an Assistant State's Attorney from 1988 to 1995 in Prince George's County, Maryland. Mr. Nee graduated from the University of Maryland Law School in 1987. Currently, Mr. Nee's case assignments include prosecuting homicide, violent crime, and narcotic cases that occur in the Bethesda, Wheaton, and Silver Spring Police Districts.

Ray Pilkerton, 240-777-7394, graduated from the Catholic University School of Law in 1998 and clerked for the Honorable Frank Q. Nebeker U.S. Court of Appeals for Veteran's Claims until July of 2000, when he joined the Montgomery County State's Attorney's Office.  Since joining the office, Ray has served on the District Court Team, the Jury Demands and Appeals Team, the Juvenile Team, and is presently Circuit Court Down County Felony Team.  He has served on both Rockville and Silver Spring Community Prosecution Teams.  Mr. Pilkerton's case assignments include felonies such as burglaries, robberies and other crimes of violence, serious drug cases, firearms cases and vehicular homicides.
