  Upcounty Prosecution Unit :
  The Upcounty Unit is responsible for the prosecution of major and violent felonies occurring in the northern half of the county. The Upcounty Unit works within the geographic boundaries of the Rockville, Germantown, Gaithersburg, and Montgomery Village police districts. The unit strives to balance successful prosecution with an indepth understanding of the communities that we serve. The team is composed of senior felony prosecutors.

 Meet the Assistant State's Attorneys for the Upcounty Unit


 

Carol A. Crawford, 240-777- 7342, Team Leader, Ms. Crawford joined the office in 1997. She is a graduate of the University of Maryland School of Law. Ms. Crawford was a judicial law clerk to the Honorable Ann S. Harrington of the Sixth Judicial Circuit after graduation from law school. She served as an Assistant Public Defender prior to becoming a prosecutor. In addition to her law degree, Ms. Crawford has a Master's in Business Administration. As the former team leader for the Economic Crimes and Special Prosecutions Team, she served as an adjunct instructor for the National White Collar Crime Center and has instructed both state and federal law enforcement personnel nationally. She is a graduate of the "Top Gun" program for undercover narcotics investigations sponsored by the Maryland State Police. She has extensive felony trial experience and has handled the successful prosecutions of serious felonies including homicides, rapes, and wiretap investigations.

Amy Bills, 240-777- 7326, joined the office in June 1998. Ms. Bills graduated from Widener University School of Law in 1997. Ms. Bills has served as a Law Clerk for the Homicide Division of the United State's Attorney's Office and also worked as a screener with the Montgomery County State's Attorney's Office Domestic Violence Unit.

Gerald Collins, 240-777-7409, began work as an Assistant State's Attorney on September 7th, 2004.  Gerald graduated from the University of Maryland College Park in 1995 where he earned a bachelors degree in Criminology and Criminal Justice.  In May 2000, he earned his Juris Doctorate from the Catholic University of America.  From 2002 - 2004,  Gerald served as a Law Clerk in the District of Columbia Superior Court for the Honorable Magistrate Judges Pamela Young-Diaz, Diana Harris-Epps, John W. King, Milton C. Lee, and Hugh O. Stevenson.  Prior to that, he was an Intern Program Assistant with the United States Department of Justice Bureau of Justice Assistance (2001-2002).  Since 2002, Gerald has been an Adjunct Professor at the University of maryland University College (Adelphi, Maryland campus) in the Department of Legal Studies and Criminal Justice.  As an Assistant State's Attorney, Gerald has served as a member of the District Court Team, the Appeals and Jury Trial Team, the Juvenile Prosecution Team, and the Gang Prosecution Unit.  Currently, he is assigned to the Up-County Felony Prosecution Team.

John D. Lalos, 240-777-7363,  graduated from the University of Baltimore School of Law in 1996. Mr. Lalos clerked for the Honorable DeLawrence Beard, Chief Judge, Circuit Court for Montgomery County from 1996-1997. Mr. Lalos joined the State's Attorney's Office in 1997 as an Assistant State's Attorney. He currently is assigned to the Germantown Circuit Court Team. In addition to his normal case load, Mr. Lalos is assigned to all Arson cases within the Germantown District.

Lynn Nixon, 240-777-7337,  joined the State's Attorney's Office in October 2001.  She earned her J.D. in 1994 from the University of Baltimore and a B.S. in 1989 from the University of Maryland.  From 1993 to 1995, Ms. Nixon held a clerkship with the Honorable Audrey E. Melbourne on the Circuit Court for Prince George's County.  She worked as an Assistant Public Defender for Baltimore and Montgomery Counties from 1995 to 1999.  From 1999 to 2001, she worked in the private sector concentrating on criminal defense and general civil litigation.  Since joining the office, she has served on the District Court, Jury Demand/District Court Appeals, and the Juvenile Teams.  Ms. Nixon is currently assigned to the Upcounty Felony Trial Team.  In addition to her caseload responsibilirties, she served as the District Court Team liaison to the Montgomery County Police Alcohol Enforcement Unit and as an instructor at the Montgomery County Police Academy.

Paul Zmuda, 240-777- 7398, joined our office in June, 1998. He attended Bucknell University and received his BA in Economics. He went on to receive his JD from Widener School of Law in 1992. Prior to joining our office, Mr. Zmuda worked for the Office of the District Attorney in Northumberland County, PA, the Pennsylvania Environmental Lobby in Harrisburg, the United States Department of Labor and as a solo practitioner primarily handling criminal defense, juvenile and domestic relations matters in Maryland and Washington, D.C. In 2007, Mr. Zmuda was assigned to the Upcounty Felony Prosecution Team and was named captain of the vehicular manslaughter team for the Rockville, Germantown, and Montgomery Village police districts. Prior to this assignment, Mr. Zmuda prosecuted felony cases for the Wheaton and Silver Spring prosecution teams. While working on the Wheaton team, Mr. Zmuda successfully prosecuted the first "cold hit" DNA case which was brought to trial in Montgomery County, Maryland and all vehicular manslaughter and arson cases
