Council Office Building Garage Repair Progress

The project will be completed in phases to keep the garage open. However, areas in which work is being performed will be temporarily closed. These work areas will shift throughout the duration of the project and will require closing as few as 10 or as many as 120 spaces, depending on the work required. The contractor will construct barricades and install signs to ensure life and property safety and to redirect foot and vehicle traffic.

Phasing Plan for COB Garage Repair - Phase 1-4:


Phase-1 construction of the Council Office Building Garage Repairs Project commenced as planned on Monday April 23, 2018.
Phase-1 Construction Plan:

  • Construction will begin on April 23, 2018. Duration of work is approximately 3 – 4 weeks.
  • Sections of the garage affected by this phase, western half of the levels “F” and “D” and small North-west section on level “G”, will be closed starting Sunday April 22, 2018. 
  • As all electric car charging stations are in the above affected section of the levels, all charging stations will be out of reach for this phase, the closest charging station will be:
    • 1283 Seven Locks Road (Fleet Maintenance Facility), and
    • 1287 Seven Locks Road (Facilities HQ).
For those who have access to EOB G2 level, there are two charging stations.
  •  Displaced ADA parking spaces in the affected sections in both levels will be relocated immediately of the construction barricade with accessible pathways leading to adjacent sidewalks. 
  • The entire block of the “Reserved Parking” spaces in the affected level “D” will shift to the east by three parking spaces but remain in the northern sections of levels “D” and “C”.
Phase-2 Construction Plan:
  • Construction will begin approximately on May 23, 2018. Duration of work is approximately 3 – 4 weeks. 
  • Sections of the garage affected by this phase, western half of the levels “D” and “B”, will be closed.  starting Sunday April 22, 2018. 
  • Electric car charging stations in level “D” will not be available but charging stations in level “F” will be back online. If there is a need, for those who have access to EOB G2 level, there are two charging stations. 
  • Displaced ADA parking spaces in the affected sections in both levels will be relocated immediately of the construction barricade with accessible pathways leading to adjacent sidewalks. 
  • The entire block of the “Reserved Parking” spaces in the affected level “D” that are shifted on phase-1 remain in the northern sections of levels “D” and “C”.
Phase-3 Construction Plan:
  • Duration of work is approximately 3 – 4 weeks. 
  • Sections of the garage affected by this phase, Eastern half of the levels “F” and “D”, will be closed. 
  • Displaced ADA parking spaces in the affected sections in both levels will be relocated immediately of the construction barricade with accessible pathways leading to adjacent sidewalks. 
  • “Reserved Parking” spaces in the affected level “D” will be relocated in the same level.
Phase-4 Construction Plan:
  • Duration of work is approximately 3 – 4 weeks. 
  • Sections of the garage affected by this phase, Eastern half of the levels “D” and “B”, will be closed. 
  • Displaced ADA parking spaces in the affected sections in both levels will be relocated immediately of the construction barricade with accessible pathways leading to adjacent sidewalks. 
  • “Reserved Parking” spaces in the affected level “D” will be relocated in the same level.

Council Office Building Garage Repair

The Council Office Building Garage is planned to be renovated in multiple phases while occupied to minimize the impact to available parking spaces for users. The purpose of the renovation is to address concrete, structural steel and masonry deteriorations. Limited plumbing renovation will be performed to replace rusted drain pipes, floor drains and sprinkler pipes. The electrical upgrades will enhance light levels and security lighting at the perimeter of the building. Existing hazardous materials such as asbestos and lead based paint will be abated. The parking decks will be treated with water proof coating. The parking stalls will be updated to accommodate required spaces for people with disability. New directional signs and striping will be provided for all levels.
