The Crisis Center provides 24/7 telephone and walk-in crisis mental health services:

Housing Stabilization Services

Services for emergency housing needs, including homelessness prevention services and housing related financial assistance to prevent eviction, foreclosure and utility disconnection.  Phone interviews may be requested by calling 311 (if calling from outside Montgomery County call240-777-0311).  Document drop-off stations are also available at each office location:

Burial Assistance

Grants to help pay for burial costs are available through Housing Stabilization Services.  Household income must be below 60% of Area Median Income (for example, $65,520 for a family of three), and must meet additional eligibility criteria to receive a grant of $650.

Office of Eligibility and Support Services (OESS)

All OESS offices are closed to the public. Drop boxes for paper applications and documents are available at all sites. Clients that normally visit the Neighborhood Opportunity Network (NON) sites are directed to a variety of means for continued service.  Our services are available through online applications.  Documents can be photographed by cell phone or scanned and emailed to the offices. The Food Supplement Program (formerly Food Stamps)provides monthly benefits to families and individuals who need assistance to buy food.

Temporary Cash Assistance (TCA) provides cash assistance to families with children under 18 years of age when other resources and services do not fully meet the family's needs.

Temporary Disability Assistance Program (TDAP) provides temporary cash assistance to disabled adults between the ages of 18 and 64 years who have no children under the age of 18 living in the home.

Medicaid (Medical Assistance or MA) pays the medical bills of low-income individuals

For individuals under the age of 65, apply at the Maryland Health Connection. For eligibility questions, call 240-777-1003.

For individuals who are age 65 and older, disabled or are receiving Medicare, apply online.  If you have eligibility questions, call 240-777-1003.  

Long Term Care Medical Assistance (LTC) covers the cost of nursing home care for low-income individuals. Apply online for the LTC program.

Montgomery County health programs (Care for Kids, Senior Dental and Montgomery Cares) provide access to medical services for low-income, uninsured families and individuals who are not eligbile for State and Federal programs.  Complete an application ( English/ Spanish) and email to  If you have eligbility questions, call 240-777-1003.

Maternity Partnership and Medicaid Labor and Delivery is for low-income, uninsured pregnant women who are not eligible for full State and Federal program.  Complete an application (English/Spanish) and email to  If you have eligibility questions, call 240-777-1003.

Additional Information

  • Applications must be signed by the head of household or an authorized representative for the head of household in order to be processed.
  • Clients who provide all mandatory verifications with their applications may not need an interview for their case(s) to be processed.
  • Clients who do not have all their mandatory verifications with their applications will be approved and will have 90 days to submit verification.
  • OESS staff will contact all clients they need to interview.

Office of Home Energy Programs (OHEP)

Provides utility grants and shut-off prevention to eligible households. Applications may be completed online at MyDHR or by calling 240-777-4450.  Paper applications, and a document drop box is also available at 1301 Piccard Drive, lobby, north side of the building.  Completed applications and documents may be placed in the drop box, mailed to Montgomery County Department of Health and Human Services, Office of Home Energy Programs, 1301 Piccard Drive, Suite 4200, Rockville, MD  20852 or emailed to  Phone appointments can be requested by calling 240-777-4450.  The Office of Home Energy Programs is closed to the public.


Rental Assistance Program (RAP)

The Rental Assistance Program is currently closed. If you are experiencing a housing crisis, please contact our Housing Stabilization Offices.

The Rental Assistance Program has extended all benefits scheduled for renewal between March-May 2020 to continue through July 2020.  This will provide staff and applicants additional time to respond to document requests and process applications.  During this time, documents can be dropped off or mailed to Department of Health and Human Services, Rental Assistance Program, 1301 Piccard Drive, 4th floor, Rockville, MD 20850.
