Carmen Kaarid
Carmen Kaarid is a dedicated advocate with extensive experience in policy and legislative work focused on advancing the rights and well-being of women and girls at both the state and county levels. She has spent the majority of her professional career advocating for legislation and developing programs aimed at creating a more equitable and inclusive community.
With a strong background in legislative advocacy, Carmen has collaborated closely with elected officials, community leaders, and organizations to drive meaningful policy change. She previously served as a Legislative Aide to a Montgomery County Councilmember, where she focused on key issues including education, mental health, and public health services.
In her current role as Program Manager for the Montgomery County Commission for Women, Carmen leads efforts to promote gender equity and community engagement. She oversees major initiatives, including the planning and execution of the Women’s Legislative Briefing (WLB)—Maryland’s premier legislative event for women. The WLB convenes over 500 policymakers, advocates, and community members annually to explore critical issues impacting women and girls.
She holds both a Master of Social Work from the University of Maryland and a Bachelor of Social Work from the University of Maryland, Baltimore County. Outside of her professional life, Carmen enjoys spending time with her family, reading, tuning into true crime podcasts, and cheering on the Washington Capitals. She's also a proud Swiftie—she’s attended two Eras Tour shows and was even featured in a Washington Post article about her concert experience.
