Attendance:

Ms. Gloria Paul citizen, Dwayne Jenkins Neighborhood Resources Coordinator, Capt. Ruffner, Deputy Warden Jones, Mr. Pringle Records Supervisor, Ms. Distance-Thompson Inmates Services Supervisor, and William L. Smith, Warden MCDC

Introductions: Warden Smith welcomed the group.

Discussion:

Warden Smith began the meeting by announcing that the present time the Reuse project was still on schedule and thought that the completion date will be met. Secondly, Warden Smith provided an update on the timeline for the Reuse project.

  • Early August 2006, prepared RFP and sent out for bids.
  • September contract bids interviews and selection.
  • Early November 2006 construction Phase I (mini jail) five (5) months
  • Early April 2007 relocation to the mini jail approximately two and half weeks
  • Late April 2007 to late March 2008 construction phase 2 (main building)
  • Late March 2008 relocation to the main building two and a half weeks.
  • Mid-April 2008 phase 3 DOCR Training Unit five months project

Ms. Paul the posed the question whether the project willpermits or special exception since the renovation project will product changes in activities and functions.The question and concerns were passed to Cathy Sheehan MCDC Reuse project manager.She then checked with Jeremy Hurlbutt, City of Rockville Community Planner.His response was, since the classrooms will be used to train DOCR personal, then it remains within the DOCR use and will not require zoning changes or special exception.

Next topic for discussion was community out reach efforts letter writing to Rockville Community association was agreed upon prior to the beginning of construction.Secondly, we agreed to have Director Wallenstein (PIO) to do a print media interview with the local news paper so that its readers would be informed of the Reuse project.Lastly, Warden Smith along with the project manager will do a community out reach to attend HOA meetings when asked to attend or simply invite themselves.

After a round table discussion from the attendees the RNAC meeting was completed and dismissed at approximately 8:45 A.M.
