Has the stay-at-home order been lifted in Montgomery County?
The Executive Order for Phase 2 (PDF) lifted the Stay at Home Order, effective Friday, June 19, 2020, at 5:00 p.m. Residents of Montgomery County are encouraged to remain at home but are no longer required to do so.
My business is included in Phase 2. What resources are available to help me understand what I need to do when my workplace reopens?

Why is my business, non-profit or type of activity not allowed to open during Phase 2?
Montgomery County is tracking a set of public health measures to determine when it is safe for activities resume. These measures are recommended by the Local Health Officer and based on guidance from the Centers for Disease Control and the Maryland Department of Health.

Are there basic requirements that all businesses have to meet if they are permitted to reopen?
Businesses that are permitted to reopen must print and post the General Operating Requirements.
What will be included in Phase 3 reopening in Montgomery County?
Reopening Montgomery includes guidance on what will be allowed in Phase 3, subject to change.
When will County services resume?
County services will resume through a phased process. Some services have remained open for the entire event while others have provided limited services or online services.

What phase does the county need to be in for me to have a family gathering of 50 people in a large indoor banquet hall?

May property management companies communicate that facial coverings are required when employees of essential businesses are in common areas?
Yes, the management company can and should convey that face coverings are required in common areas. See face covering details.
What guidance exists for showing real estate (for rent or sale) when there is a current occupant in the property?
For real estate showings when a current occupant is in the property, you must:
- Follow all CDC guidance for How to Protect Yourself & Others, and
- Comply with Indoor and Outdoor Gathering Requirements.
May dog groomers reopen under Phase 2?
Pet grooming is permitted and should follow the guidance for hair salons and barbers when interacting with human clients. Although the CDC considers the risk of transmission of COVID-19 from household pets to humans to be low, reasonable precautions are recommended.
May I have furniture or other household items delivered inside my home?
Home deliveries are permitted. It is at the homeowner’s/landlord’s discretion if they are willing to permit service/maintenance/delivery persons into their homes.
What kind of training should I be providing for my employees?
The CDC recommends that employers provide employees with training on the following topics:
- Policies to reduce the spread of COVID-19
- General hygiene
- Symptoms, what to do if sick
- Cleaning and disinfection
- Cloth face covers
- Social distancing
- Use of PPE
- Safe work practices
- Stress management
