Kathleen Boucher

Assistant Chief Administrative Officer

Kathleen Boucher was named to the position of Assistant Chief Administrative Officer (ACAO) in January 2008. She is one of four ACAO’s on the County's management team. She supports and advises the Chief Administrative Officer in the areas of Council relations and intergovernmental affairs. Her portfolio includes liaison responsibilities with the Office of Legislative Oversight, the Office of the Inspector General, municipalities, the Washington Suburban Sanitary Commission, and the District of Columbia Water and Sewer Authority.

Before being appointed to her current position, Ms. Boucher spent 2 ½ years as a Senior Legislative Attorney with the County Council and 2 years as a Legislative Analyst with the Office of Intergovernmental Relations. Before coming to Montgomery County, she spent 14 years with the Maryland General Assembly, including 3 years as Counsel to the Senate Budget and Taxation Committee and 6 years as Counsel to the Senate Judicial Proceedings Committee. She also served as lead staff for the Commission on Education Finance, Equity, and Excellence (“Thornton Commission”) and as Counsel to the Joint Committee on Legislative Ethics, Joint Executive-Legislative Task Force on Commercial Gaming Activities, Governor’s Death Pena1ty Commission, Special House Committee on Drug and Alcohol Abuse, Committee to Revise Article 27 (Crimes and Punishments), and Committee to Revise the Public Safety Article. Ms. Boucher began her career with the law firm of Whiteford, Taylor, and Preston in Baltimore, Maryland, where she worked as an Associate for 3 years.

Ms. Boucher holds a Bachelor of Arts degree from Trinity College and a Juris Doctor degree from Georgetown University Law Center. She is a member of the Maryland Bar.
