Medicaid/Maryland Healthy Smiles Dental Program (MHSDP)
An individual may qualify for this program if they meet the following criteria:
- Montgomery County Resident
- Adults over the age of 21 with full Medicaid coverage are eligible for the MHSDP. If you have a red and white Medicaid card, you have full Medicaid coverage.

Adult Dental
An individual may qualify for this program if they meet the following criteria:
- Montgomery County Resident
- Ages 19-59
- Income at or below 250% of the Federal Poverty Level
- Available Now: You can apply for Senior Dental benefits online starting Jan 1st, 2025 using our new Community Connect Portal. This offers a convenient way to apply for and manage your County Health Programs benefits.
Senior Dental
An individual may qualify for this program if they meet the following criteria:
- Montgomery County Resident
- Ages 60 and above
- Income at or below 250% of the Federal Poverty Level
- Available Now: You can apply for Senior Dental benefits online starting Jan 1st, 2025 using our new Community Connect Portal. This offers a convenient way to apply for and manage your County Health Programs benefits.
Montgomery Cares
An individual may qualify for this program if they meet the following criteria:
- Montgomery County Resident
- Age 18 or older
- Uninsured
- Income at or below 250% of the Federal Poverty Level
- Not be enrolled or eligible for health insurance including Medicaid, Medicare, commercial insurance or employee-sponsored coverage

Ryan White/HIV Dental Program
Montgomery County DHHS provides affordable dental care to uninsured or underinsured residents living with HIV. An individual may qualify for services if they meet the following criteria:
- Proof of residency; living in the Ryan White DC Eligible Metropolitan Area (District of Columbia, Montgomery County, Prince George's County, Frederick County, Charles County and Calvert County).
- Meet Ryan White eligibility
- Proof of income; eligibility is up to 500% of the Federal Poverty Level (FPL), clients sign an eligibility form that is good for 6 months. Please provide income updates or changes every 6 months.
