Montgomery County Code 29-51 requires all landlords of rental housing units to complete the Annual Rental Facility Occupancy Survey conducted by the Department of Housing and Community Affairs (DHCA). The survey is conducted from April 1st to 30th each year.

The survey will assist Montgomery County in capturing a more complete picture of available rental housing and tracking vacancies, turnover rates, average rents, and amenities. Multifamily and single unit properties located within Montgomery County’s unincorporated areas and multifamily properties in the cities of Rockville, Gaithersburg and Takoma Park participate in the survey. Excluded are the towns of Barnesville, Garrett Park and Laytonsville.

How Do Landlords of Multifamily Properties Access the Rental Survey?

  • Landlords or property management groups must have an AccessMCG account to login to their License Record and complete ALL SECTIONS of the Rental Survey – Tabs (1) Survey, Facility, (2) Survey, Units – entering the number of bedrooms, occupancy status and rent data of all units –, and (3) Survey, Affordability Programs.
  • The Multifamily Rental Survey can only be submitted online via the AccessMCG account.

How Do Landlords of Single Unit Properties Access the Rental Survey?

  • Landlords or property managers have the option of (1) completing and submitting the Rental Survey through an AccessMCG account; or (2) downloading and completing a paper version to mail or email to DHCA.
  • Data collected will include (but is not limited to) the number of bedrooms, occupancy status, number of days occupied, and if applicable, HOA information.

Landlords without internet access can go to a public library to complete the survey or use a computer in the DHCA reception area. Landlords and property managers of multifamily and single unit rentals who do not comply with the annual rental survey may be subject to a civil citation and/or fine.
