Welcome to the Montgomery County DCHA’s Rental Housing Portal
The Rental Housing Portal allows landlords, tenants, and the public to access housing rental information. It also helps providers comply with rent stabilization regulations and requirements. Landlords must register all rents and fees associated with new leases and lease renewals at the time of signing. This requirement applies to both regulated and exempt units.

Please note the following rent increase limitations for the regulated units. The CPI-U and Maximum Allowable Rent Increase listed below are valid from July 23, 2024, until June 30, 2025.
The 2025 Annual Rental Survey is Open.
Landlords, please fill out the survey before the April 30th deadline. Landlords must complete the survey and continue to register rents in the portal.
ATTENTION! March 26, 2025 Announcement
- Effective July 1, 2025, the Consumer Price Index for All Urban Consumers for Washington-Arlington-Alexandria (CPI-U) is 2.7% and the maximum Allowable Rent Increase for regulated units is 5.7%.
- Rent Stabilization law also allows annual increases for certain fees based on the CPI-U. The increase for those fees can be found in the 2025-2026 Fee Schedule for Regulated Rental Units. The new allowed fee amounts will be effective July 1.
- Effective March 1, 2025, the Voluntary Rent Guideline (VRG) is 3.3%. All rental units exempt from rent stabilization in the County are strongly encouraged to limit rent increases to the VRG. The VRG is mandatory for rental units regulated under the Moderately Priced Dwelling Unit (MPDU) Program and other regulatory agreements.
Rent increases for regulated and exempt units require a written 90-day notice that must be delivered through US mail or in person with a signed receipt. The notice must include the current rent, new rent, percentage of increase, effective date of the proposed increase, and a statement informing the tenant that they may ask DHCA to review any increase they may feel is excessive. Please refer to the notice requirements listed on page 21 of DHCA's Office of Landlord-Tenant Affairs' (OLTA) Landlord-Tenant Handbook for more information.
