Minority, Female and Disabled-Owned Businesses (MFD) Program

Montgomery County’s MFD Program assists certified minority firms in gaining access to prime contractor and subcontractor opportunities with County government agencies.

Effective October 1, 2021, The Office of Procurement will add the U.S. Department of Veterans Affairs (VA), “Service-Disabled Veteran Owned Small Business” certification as Disabled. This certification will be added to the Minority, Female and Disabled (MFD) owned business program. This is not the “Veteran Owned”, but “Service-Disabled Veteran Owned” certification. This certification allows service-disabled veterans to qualify under the “disabled” category.

The program encourages MFD participation by conducting outreach activities and workshops and providing a forum for businesses to explore individual and joint contracting opportunities. Below are the current goals set for each purchasing category for the total value and life of the contract award:

* The definition of Montgomery County’s MFD business is a business that is at least 51% owned, controlled and managed daily by a minority person(s) as defined by county code and regulations to include the following categories: African American, Hispanic American, Asian American, Native American, Disabled Persons, and Women. Certifications of any other groups that are outside of these categories will not be accepted.
