The Division of Business Relations and Compliance is responsible for implementing programs and strategies that expand contracting opportunities for  Minority-, Female- and Disabled-Owned Businesses (MFD) and  Local Small Business Reserve Program (LSBRP) vendors (including local Veteran-Owned Businesses) in Montgomery County.

DBRC also administers the Wage Requirements Law and  Prevailing Wage Law to ensure that the County's contractors provide equitable benefits and a livable wage for contracted workers. Through legislation, innovative contracting procedures and oversight, DBRC strives to promote a vibrant business environment to foster sustained business growth and job creation.

LSBRP ensures that County departments award 25% of their procurements to registered and certified local, small businesses.

Local business preference program ensures that 10 percent price preference in evaluating a bid or proposal from a local business on a contract awarded by the County.

Local Small Business subcontracting program ensures that at least 10% of the contract dollars awarded for each High Dollar Value Contract should be awarded to a Local Business; and at least 10% of the total dollar value of all High Dollar Value Contracts in the aggregate should be awarded to Local Businesses.
