This project provides for design and construction of the Restoration Center (RC). This will be a facility that will provide a continuum of care for those in crisis in an appropriate community-based setting. The Restoration Center will complement the “Crisis Now” model in Montgomery County by offering services to the population of Montgomery County who are in crisis and need Behavioral Health Services such as mental health, substance use disorder and other types of crises.
The RC is a clinically appropriate community-based setting and will divert people experiencing a behavioral health crisis away from hospital EDs and from criminal justice facilities. It will help to reduce the use of emergency rooms, hospitalization, and incarceration and therefore will also save time spent by the police and fire and rescue bringing people to and from emergency rooms at hospitals.
The Center will be operated by DHHS or a DHHS contractor. It will provide a variety of Behavioral Health Services, to include mental health, substance use disorder and other types of crises, to clients in crisis, helping to reduce the use of emergency rooms, hospitalization, and incarceration. The Center will receive clients in crisis, those who walk-in and those brought by law enforcement, FRS, other community service providers. The Center will operate 24/7/365 and will operate under a 100% admission policy.
The site of approximately 6 acres is owned by the County and is located at 1541 Seven Locks Road. The new RC building will be approximately 12,500 sf. Parking will be provided as required. The site planning will be designed to allow the remainder of the site to house a future Department of Corrections and Rehabilitation Criminal Justice Complex. The master
