Doing business with the County

Our Division administers the contracts listed below, which establish the structure for procuring architectural, engineering, and technical design services necessary for the construction, renovation, and long-term improvement of County facilities.
These contracts ensure the County has reliable access to experienced contractors who provide planning, design development, permitting, commissioning, and construction administration services to support project objectives and maintain compliance with regulatory, safety, and sustainability standards.

  1. Architectural and Engineering - Stand-Alone Projects

    Provide engineering services for the planning, design, permitting, bidding, and construction administration of new construction or renovation of various County Small Projects and Facilities. The Contractor must act as a professional consultant to the County and must perform Project planning, design, permitting, bidding, and construction administration to provide the technical documents and supervision needed to achieve the County’s Project objective. The use of this contract will be limited to projects which meet both of the following requirements: a) Contractor’s basic services not-to-exceed $400,000 and b) an estimated Construction Cost not-to-exceed $4,000,000.

  2. Architectural and Engineering Task Order - Various Facilities

    Provide architectural and engineering design services for various County facilities on an as-needed basis. Services are delivered through individual Task Orders, and all awarded contractors compete equally for each new assignment. Contractors function as professional consultants to the County, performing project planning, design, permitting, bidding, and construction administration to develop the technical documents and support necessary to meet project objectives. Each project is accompanied by a Program of Requirements (POR) that defines the project parameters and establishes the design intent.

  3. Architectural and Engineering Task order – Mechanical, Electrical, and Plumbing

    Provides comprehensive professional engineering and architectural services for projects in accordance with the contract terms and the requirements of each Task Order. Use of this contract is limited to projects with basic services not exceeding $400,000 and with an estimated construction cost not exceeding $4,000,000. The engineering/architectural firm serves as a professional consultant to the County and is responsible for project planning, design, permitting, bidding, and construction administration to deliver the technical documents and oversight needed to meet the County’s project objectives. Each assigned project includes a Program of Requirements (POR) that defines the project parameters and establishes the design objectives.

  4. Architectural and Engineering - Commissioning Services

    Provides comprehensive Commissioning (Cx) Authority services for County facilities in accordance with ASHRAE Guideline 0 – The Commissioning Process, ASHRAE Guideline 1.1 – HVAC Commissioning, and ASHRAE Standard 202 – Commissioning Process for Buildings and Systems. Services include defining performance-based project requirements; enhancing building safety, health, and operational performance; improving energy efficiency and reducing energy consumption; lowering long-term operating costs; providing orientation and training for Operations & Maintenance staff; and improving systems documentation. These contracts also support County projects in achieving, at a minimum, LEED Silver certification under the U.S. Green Building Council standards applicable at the time of design.

  5. Architectural and Engineering Task Order - Testing and Inspection

    Provides comprehensive testing and inspection services for concrete work on County projects, including all labor, materials, equipment, and related services necessary to ensure quality and compliance. Services encompass plant inspections of all concrete batching, field inspections before, during, and after placement, slump testing, and the fabrication, curing, transportation, and testing of compression test cylinders. Contractors also perform testing of fine and coarse aggregates, prepare and distribute test reports, and review mill test certificates to verify conformance with project specifications.

  6. Architectural and Engineering Task Order - Construction Management

    Provides comprehensive construction management services for County projects, overseeing all phases from planning through completion. Services include pre-construction cost estimating and risk assessment, on-site supervision and quality control, schedule and cost management, contractor coordination, safety compliance, and, as needed, specialized support such as claims and dispute resolution to ensure projects are delivered efficiently and effectively.

  7. Design Build Task Order

    Provides fixed-price, indefinite-quantity, Task Order Contract for design, build, and/ or construction services for various County facility projects on an as-needed basis. The County will place orders under this Contract by executing a Task Order and issuing a Purchase Order, and a Notice to Proceed for each project. For each Task Order, the Contractor must provide management, labor, materials, equipment, and other necessary construction support to perform the Work.

  8. General Construction - Stand-Alone Projects

    Provides fixed-price construction services for County stand-alone projects, with the contractor responsible for performing all work required, implied, or reasonably inferred from each Task Order. This includes construction of the project, warranty work, furnishing and maintaining labor, supervision, materials, equipment, tools, services, facilities, and utilities, as well as obtaining all necessary permits and licenses. Contractors must also provide surety bonds, insurance, warranties, and related documentation, ensuring full compliance with the General Conditions of Construction Contract and all other contract documents. The County will pay the contractor as full compensation for the timely performance of these obligations under each Task Order.

  9. General Construction Task Order - Site Construction

    Provides site construction services for various County facility projects on an as-needed basis. It includes a collection of detailed repair and construction tasks, specifications, and design services for which there are unit prices established by the Contract. These types of Contracts are established for the accomplishment of design and site construction services for the repair, alteration, modernization, rehabilitation, and /or construction of site-related work, as well as for demolition of building structures not exceeding two stories. The Contractor/s furnish management, labor, materials, equipment, and engineering support needed to perform the work.

  10. Design & Construction Related Software/Hardware and Training

    Provides a comprehensive suite of CADD and design software—including Autodesk AEC tools such as AutoCAD, Revit, 3DStudio, Naviswork, Civil 3D, AutoCAD Architecture, Infrawork, and SketchUp—along with drawing and document review tools like Bluebeam and Adobe PDF, and presentation or photo-editing software such as Adobe Photoshop. It also supplies BIM- and Revit-integrated project collaboration software, specifically BIM360, which the County uses for all projects, as well as training for all purchased software and any necessary specialized tools or equipment, including proprietary cameras and tablets.
