Primary funding for the Facade Improvement Program is provided through the County's Capital Improvement Program (CIP) budget.

Funding for Focused Neighborhood Assistance (FNA) projects comes primarily from federal and state sources, including HUD’s Community Development Block Grants (CDBG) and Maryland’s State Revitalization Programs, namely Community Legacy Grants. In addition, HOA’s are required to contribute 20% of construction costs for all FNA projects. The majority of funding for this project has come from CDBG.

DHCA’s Neighborhood Revitalization Section received a $100K FY19 Community Legacy Grant from the Maryland Department of Housing and Community Development’s (DHCD's) State Revitalization Program. This funding is being used to support balcony replacements for low-to-moderate income households as part of the current FNA project at Kimberly Place Condominiums in Silver Spring.
