Why do I have to do this survey?
Montgomery County Code 29-51 requires the collection and analysis of housing data for rental dwelling units in the County. The reporting is mandatory. It needs to be collected annually.
Will my information get published? Who is going to see my information?
The data collected in the Single Unit Survey will only be reported in the aggregate (i.e., number of vacancies in a particular area, average rent for a three-bedroom rental, etc.). Individual property data/information will not be identified.
Do I have to complete the survey if I no longer own or rent the property?
If the property was rented or owned at any time after April 1, 2023, a survey is to be completed.
I am having difficulty completing the survey, how do I get help?
If you need assistance in accessing or completing the survey, please send an email to [email protected]. Provide the license number or rental property address and a contact phone number.
I no longer own the property, how do I answer the questions related to April 1, 2023?
If you no longer own the property as of April 1, 2023,
- enter “yes,” the property was vacant
- enter zero dollars for the monthly rent
- enter the number of vacant days while you owned the property during the last 12 months
- the number of new tenants while you owned the property during the last 12 months
Will my property manager or administrative agent get an email?
Only property owners, with an email address on file, received the email on March 30th. If the survey remains uncompleted by the second week of April, all contacts with an email address on file, including property managers and administrative agents, will be notified.
Can the property manager or administrative agent complete the survey for a rental property?
If the property manager’s or administrative agent’s email address is on file, they may complete the survey using the unique link or by going to https://apps.montgomerycountymd.gov/DHCA-Licensing/SingleFamilySurvey. If the property manager’s or administrative agent’s email is not on file, the account will need to be updated first.
What happens if the survey is completed by more than one person?
Once the survey has been completed and submitted, it cannot be accessed or changed.
Are there any jurisdictions in Montgomery County that do not need to do the single unit survey?
The cities of Rockville, Gaithersburg, and Takoma Park and the towns of Barnesville, Garret Park and Laytonsville are not required to complete the single unit survey.
How do I find the survey link?
Go to https://apps.montgomerycountymd.gov/DHCA-Licensing/SingleFamilySurvey to complete the survey.
I did not get an email about the survey for my property. What do I do?
Go to https://apps.montgomerycountymd.gov/DHCA-Licensing/SingleFamilySurvey to complete the survey.
The email I received did not list all my properties. How do I complete the survey for the other properties?
The missing license(s) may have a different email address on file. Check any other email addresses you may have used.To update the account information, please send an email to [email protected]. You can also go to https://apps.montgomerycountymd.gov/DHCA-Licensing/SingleFamilySurvey to complete the survey by entering the license number for each property.
When I go to the survey link and enter my license number and email address, I get a message that email address is incorrect. What do I do?
The email address you have entered is not on file as being associated with the license. Check any other email addresses you may be using. To update the account information, please send an email to [email protected].
Some of the information on the survey is prepopulated. How do I make changes?
If a field is shaded grey, it is “read only” and the information cannot be changed. Please contact DHCA with any needed corrections. Edits can be made to any prepopulated field that is not greyed out.
How will I know that DHCA got my survey after I have submitted it?
Surveys completed and submitted online will get a confirmation page.
Will I be able to print a copy of the completed survey?
On the confirmation page, there is a link to print the completed survey.
Can I make any changes after the survey has been submitted?
A survey cannot be accessed once it has been submitted. If a correction is needed, you may email [email protected].
Will I need to complete the survey next year?
Yes, the survey is annual and required by law. Montgomery County Code 29-51 requires the collection and analysis of housing data for rental dwelling units in the County. The reporting is mandatory.
Will the survey for next year be the same or different?
The survey will be similar.
What happens if I don’t submit the survey?
Landlords of multifamily and single unit rentals who do not comply with the annual rental survey may be subject to a civil citation and/or fine of not more than $1000 per incident.
