Multifamily Housing Lending and Compliance
Since 1989, the Montgomery County Department of Housing and Community Affairs (DHCA) has provided flexible financing, in the form of loans, to for-profit and nonprofit affordable housing developers to acquire, construct, and rehabilitate multifamily developments from the Housing Initiative Fund and other resources.
In recent decades, the county has expanded the number of affordable housing tools to provide additional financial incentives for development. In addition to loans, DHCA also administers Rental Agreements and tax incentive agreements for providing affordable housing called Payments in Lieu of Taxes (PILOTs).
The Multifamily Housing Section within the Department of Housing and Community Affairs is responsible for the distribution and administration of Montgomery County's funding, which is dedicated to preserving and producing affordable rental housing for the residents of Montgomery County.
