At-Large Councilmember Shebra Evans is a dedicated public servant with deep roots in Montgomery County and over a decade of civic leadership, budgetary oversight, and public policy development. Prior to her appointment in December 2025, Shebra served eight years on the Montgomery County Board of Education, including two terms as Board President. She also served on the Board of Directors for the Maryland Association of Boards of Education and was the Chair of its Educational Equity Committee. Shebra has a professional background in finance and is known for her steady leadership, collaborative approach, and commitment to equity. She is committed to advancing policies that empower families, support local businesses, and promote equitable and sustainable development across the county. 
 
She currently serves on the Education and Culture Committee and the Government Operations and Fiscal Policy Committee.

Jurisdiction: Economic and fiscal policy; spending affordability; County Government administrative departments; Department of General Services; cable and telecommunications issues; technology issues; personnel and compensation issues; procurement policy; oversight of interagency teams on training, public information, procurement, and PEG (public, education, and government) cable television channels.

Residents of Montgomery County are represented by eleven Councilmembers. Shebra is one of four at-large Councilmembers representing all the voters of the County. The other seven members of the Council are elected by the voters of their respective council districts.

According to the US Census Bureau’s 2015 Population Estimates, Montgomery County had a population of 1,040,116 persons as of July 1, 2015. The County is located adjacent to the nation's capital, Washington, D.C., and includes 497 square miles of land area.
