Ethics Commission Members


Elizabeth Kellar

Commissioner Elizabeth Kellar has served as an ethics advisor for the International City/County Management Association (ICMA) for 25 years where she oversaw ethics enforcement and education.  She launched ICMA’s monthly ethics advice column, provided advice to ICMA members, developed training programs and workshops, and has given presentations around the world in English and Spanish. She previously served on the Ethics Commission from 1999-2005.  
 
In addition to ethics, Ms. Kellar has expertise in local government management.  She served as ICMA’s Deputy Executive Director and was Director of Public Policy until retiring in 2023. Ms. Kellar was the founding President/CEO of the Center for State and Local Government Excellence from 2006-2016. Ms. Kellar is a Fellow of the National Academy of Public Administration and has served as chair for NAPA’s Standing Panel on the Federal System. Her volunteer service with Montgomery County includes two terms on the Western Montgomery County Citizens Advisory Board and leadership roles with the PTA when her children were in school.
