Annual Action Plan and Updated Citizen Participation Plan available for public review

The DRAFT CFY24 FFY23 Annual Action Plan must be submitted for approval to the United States Department of Housing and Urban Development (HUD) by May 15, 2023. The Plan serves as Montgomery County's application for CDBG, HOME and ESG funds for Fiscal Year 2024 (July 1, 2023 to June 30, 2024) and it identifies specific uses for these annual funding programs. 

The Citizen Participation Plan is a pathway for all citizens to exercise their voice and influence decisions that affect their communities, neighborhoods, and way of life. The Citizen Participation Plan outlines how outreach is conducted for public input on Federal Plans and Reports, as well as what constitutes a “substantial” amendment to Annual Action Plans. An updated version of the Citizen Participation Plan is also available for review. 
All interested parties are invited to submit written comments on the Plans and on the community development performance of Montgomery County. The DRAFT Plans will be available for review online beginning April 14, 2023.

Consolidated Plan for Housing and Community Development

The DRAFT CFY22 Consolidated Annual Performance and Evaluation Report (CAPER) is available for review and comment from October 19 through November 3, 2022. The CAPER is a mandatory performance report examining the progress that Montgomery County made in advancing the goals of the Annual Action Plan covering the period July 1, 2021 to June 30, 2022 using CDBG, HOME and ESG funds.

All interested parties are invited to submit comments on the CAPER and on the community development performance of Montgomery County. Written statements may be submitted via US mail or by email until 4:00 PM, November 3, 2022 and should be addressed to:

Montgomery County’s Annual Action Plan, covering the County’s fiscal year 2021 timeframe (July 1, 2020 - June 30, 2021), is being amended for a second time to add the HOME-ARP Allocation plan. The HOME-ARP Allocation Plan draft outlines the use of $7.3 million to address the housing needs of persons who are homeless, at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking, and those for whom supportive services would prevent homelessness. DRAFT materials available for public review

Montgomery County’s Annual Action Plan, covering the County’s fiscal year 2020 timeframe (July 1, 2019 - June 30, 2020), is being amended for a fourth time to repurpose $6,182,773 in previously allotted CDBG-CV funds from “Rental Assistance” to “Homeless Shelter” usage. These federal funds are administered through the US Dept of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program. The proposed use of funds is described in the  DRAFT Annual Action Plan Amendment 4.

The Citizen Participation Plan is also being amended to incorporate a streamlined review process for the COVID-19 related funding. It appears as Appendix 1 of the Plan.

The United States Department of Housing and Urban Development (HUD) requires that all jurisdictions entitled to receive funding under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA) programs develop a Consolidated Plan for community development no less than every five years, and an Action Plan every year. Ours are always due to HUD by May 15 and are made available for public review for 30 days prior to their submission. The Annual Action Plan covers the upcoming fiscal year -- July 1 of the plan year through June 30 of the following year. You can find the most recent five-year plan and annual action plan submission details below. Please note that the CFY21 Annual Action Plan development has been delayed due to the COVID-19 pandemic. HUD has extended the deadline for submitting the Plan to August 16, 2021 although it is expected that Montgomery County will make a draft available for review in the early months of 2021. 

By September 30 of each year, the County reports to residents and to HUD on how federal funds were spent and what was accomplished during the previous fiscal year. This is called the Consolidated Annual Performance and Evaluation Report (CAPER). It covers the fiscal year just ended on June 30 and is made available for public review 15 days prior to submission to HUD.  Please note that the CFY20 CAPER development has been delayed due to the COVID-19 pandemic. HUD has extended the deadline for submitting the CAPER to 180 days after the end of the program year, or December 30, 2020. The draft is expected to be availbable for review and comment by December 15, 2020.

The  CFY20 FFY19 Consolidated Plan Annual Action Plan was submitted for approval to the United States Department of Housing and Urban Development (HUD) on June 25, 2019. The Plan serves as Montgomery County's application for CDBG, HOME and ESG funds for County Fiscal Year 2020 (July 1, 2019 to June 30, 2020). The plan identifies specific uses for the annual funding allocations under these three programs.

Montgomery County’s Annual Action Plan, covering the County’s fiscal year 2020 timeframe (July 1, 2019 - June 30, 2020), was amended to include emergency funding related to the COVID-19 pandemic in the amount of $2,955,102 in Community Development Block Grant (CDBG-CV) funds and $1,438,797 in Emergency Solutions Grant (ESG-CV1) funds. The Plan was amended a second time to include emergency funding related to the COVID-19 pandemic in the amount of $4,847,976 in Emergency Solutions Grant (ESG-CV2) funds. The use of funds is described in the Amended Plan:  Montgomery County Annual Action Plan CFY2020 FFY2019 Amendment 2. The Citizen Participation Plan was also amended to incorporate a streamlined review process for the COVID-19 related funding:  Citizen Participation Plan CFY2020 FFY2019 Amendment 2.

The FY16-20 Consolidated Plan and Annual Action Plan was submitted for approval to the United States Department of Housing and Urban Development (HUD) on May 15, 2015. The Annual Action Plan serves as Montgomery County's application for CDBG, HOME and ESG funds for Fiscal Year 2016 (July 1, 2015 to June 30, 2016). The plan identifies community needs as well as specific uses for the annual funding allocations under these three programs. This is the first Consolidated Plan to be submitted to HUD via a special online application and the resulting document published here has a different organization and format than prior Plans, but still includes the same federally mandated content. Appendix C of the Plan is a revised version of the County's Analysis of Impediments to Fair Housing Choice. The plan identifies community needs as well as specific uses for the annual funding allocations under these three programs. FY11 Consolidated Annual Performance and Evaluation Report (CAPER)

Montgomery County's Consolidated Plan for Housing and Community Development, covering the period July 1, 2010 to June 30, 2015, was approved by the U.S. Department of Housing and Urban Development in summer 2010. The Plan includes a Five-Year Plan and Annual Action Plan for the 2010-2011 Consolidated Plan Program Year (County fiscal year 2011, July 1, 2010 - June 30, 2011). The Consolidated plan is mandated by HUD as a condition of receiving Community Development Block Grant, Emergency Shelter Grant, and HOME Investment Partnership Grant funds. This plan identifies community needs and identifies specific uses for the annual funding allocations under these three programs.
