Commissioner Claudia Herbert was appointed to the Montgomery County Ethics Commission in February 2014. Ms. Herbert is currently Program Director, Ethics and Compliance Education for IBM Corporation. She is responsible for developing the company’s global integrity education and communication for managers and employees.  In this role, Ms. Herbert conducts training for IBM employees and managers at various international locations and ensures relevant and consistent messaging that reinforces the company’s culture of integrity.

Ms. Herbert has had extensive experience with IBM’s public sector business during her tenure with IBM. She served as Compliance Officer for IBM’s Federal business unit and led efforts to implement new and engaging ethics and compliance programs as well as providing guidance to employees and leaders on public sector ethics and business conduct matters.  During her tenure with IBM, Ms. Herbert has also held the position of Manager of Federal Contracts and various staff roles in Management Development, Human Resources, Employee Relations and Finance.

Ms. Herbert has a BA from Simmons College, Boston, MA, an MBA degree from Columbia University School of Business and an MS degree in Program Planning, Policy and Administration from Columbia University School of Social Work. She is a Certified Compliance and Ethics Professional (CCEP) and member of the Society of Corporate Compliance and Ethics (SCCE).  Ms. Herbert is active in several community activities including Women of the Dream organization, Montgomery County Humane Society and Potomac Valley Chapter of Delta Sigma Theta.  She lives in Gaithersburg, MD with her husband and daughter.
