All visitors are subject to security screening at public entrances. The Board of Appeals (BOA) offices are located on the second floor, in Room 217 of the Council Office Building (COB). The Davidson Memorial Hearing Room is also located on the second floor past the BOA Offices on the right.

Driving Directions

  1. Take the Falls Rd. Exit 5 on I270, and follow signs towards Rocville Town Center.
  2. Go thru traffic signal and you will be on Maryland Ave.

Public Parking

  • From Maryland Ave., turn right onto E. Jefferson St. (Route 28 East). Entrance to public parking is on the right.

Metro

  1. Take Metro's Red Line to Rockville Metro Station
  2. Exit station at ROCKVILLE METRO STATION - WESTSIDE
  3. Walk - 13 min - 0.4 miles
    1. Take Metro walkway (crosses over Rt. 355).
    2. Continue straight ahead and proceed 1 block on E. Montgomery Ave. (past Regal Movie Theatre).
    3. Turn left on Maryland Ave & proceed 1 block.
    4. Cross at traffic light on E. Jefferson St. & proceed to Council Office Bldg.

Public Entrances

The public parking garage entrance is located at the intersection of East Jefferson Street and Monroe Street and accessible from both roads.

There are two accessible public entrances to the Council Office Building:

Accessible public entrance from E. Jefferson St.
1. On E. Jefferson St. - Accessible entrance located on the first floor (in the rear of the building near the auditorium and loading zone).
Accessible Public Entrance from Maryland Ave
2. On Maryland Ave. - Accessible entrance located on the second floor under brown canopy. 

Access for People who use Mobility Devices

Directions from the Public Parking Garage to the Second Floor Davidson Memorial Hearing Room (via the Accessible First Floor Entrance)

There are eight ADA-compliant parking spaces in the visitor parking area, located on the bottom floor of the parking garage.

A/B level elevator
1. Find the A/B level elevator at the north-west corner of the parking lot and take the elevator to Level C/D.
Level C/D
2. Exit the elevator and turn right.
Path to entrance
3. Make the next right and follow the railed path.
Entrance
4. Continue along the sidewalk until you see automatic glass doors to your left. This entrance is located in the rear of the building near the auditorium and loading zone.
Security
5. Security will direct you to the elevators at the end of the hallway. Take the elevator to the 2rd floor.

Drop Off/Pick Up at the First Floor Entrance

Arrive early to drop-off visitor in the alleyway leading to the glass doors where the security screening station is located.

Monroe St. way
1. Traveling North on Monroe St. make the left before the East Jefferson St. (Route 28) & Monroe St. intersection. Do not enter the COB Parking Garage. Continue straight past the County fueling station towards the drop off area.
E. Jefferson way
2. Traveling East on East Jefferson St. (Route 28), make a right (between the brick building and County fueling station) before the intersection at East Jefferson St. & Monroe St. Make another right in the alleyway to the drop off area.

This entrance is located on the first floor of the COB.
