Dockless E-Bikes and E-Scooters Pilot Program  Expansion

Montgomery County offers both docked and dockless bikeshare. As a member of the regional Capital Bikeshare system, County bikeshare stations connect riders to thousands of bikes throughout Montgomery, Prince George's, Arlington and Fairfax counties, Alexandria, Va., Washington, D.C., and the city of Falls Church, Va.

 

In June 2019, MCDOT introduced the dockless e-scooter program to geographically defined areas in the east and west portions of the County. MCDOT conducted a demonstration project with three selected companies that deployed dockless e-scooters at no cost to the County. The initial demonstration project ran for six months and was extended in January 2020.


Montgomery County rules for dockless e-bike and e-scooter sharing:

  • Must be 18 or older to rent a e-bike or e-scooter.
  • Must show a valid driver’s license.
  • E-Scooters can only be parked within the east and west geographic specified areas.
  • Riders will not be able to end their trip outside the service area.
  • Speed limit for e-scooters is 15 mph.
  • E-Scooters are prohibited from riding on the sidewalk or on streets where the speed limit is 50 mph or higher.
  • E-Scooters must be parked in the public right of way and cannot interfere with traffic operations, block driveway access, crosswalks, ADA ramps, pedestrian access, bus stop, fire hydrants or impede access to private property or businesses.   • E-Scooter companies require that riders where a helmet when riding.

In addition to being displayed on the map, the jurisdictions that are NOT participating in the pilot program in the east and west service areas are Garrett Park and Washington Grove.

Free Bikeshare Membership For Qualified Participants Living or Working in Montgomery County!

Bikeshare is affordable for many - but for some it still may be a challenge. Free bikeshare memberships are available for those who meet income eligibility requirements. The program is called Capital Bikeshare for All. Qualified individuals will receive free membership in Capital Bikeshare and a free helmet.

Do you qualify?  T hose currently receiving assistance through federal, state or a Montgomery County social services organization may be eligible. Some approved programs include:
  • TANF-Temporary Assistance to Needy Families
  • SSI/SSDI Supplemental Security Income
  • Supplemental Nutrition Assistance Program (SNAP)
  • Women, Infants and Children (WIC)
  • LIHEAP - Low Income Home Energy Assistance Program
  • Medicaid
  • Partner Programs (Manna, WorkSource Montgomery Job Share program, Montgomery College and Universities of Shady Grove students, and other qualified assistance programs

Bikesharing in Montgomery County

What is it? Bikesharing is short-term bike rental. You pick up a bikeshare bike from any on-street station and park it at any other station within the bikeshare network system. Montgomery County is part of the regional Capital Bikeshare system. Bikeshare trips can provide quick, easy connections among home and transit, work, school or job training centers. WASHINGTON AREA BICYCLIST ASSOCIATION (WABA)
WABA provides adult bike classes for riders of all levels. The Learn To Ride class is for individuals who have never ridden a bicycle, or haven't been on a bike for some time. The Basic Skills class is for individuals who have just learned to ride and want to continue to practice basic skills. For riders looking to comfortably and confidently share the road with cars, WABA's City Cycling classes provide useful skills and techniques to help build confidence and to safely navigate on area roads. 

Costs: The Montgomery County sponsored classes are  $10 for county residents; free to Capital Bikeshare for All program participants.  Advance registration is required. Visit the WABA website for more information and to register for a class.
